The Naval Air Warfare Center, Weapons Division, China Lake, CA intends to procure on an other than full and open competition basis the following item. QTY; 660 Ea Banner Screening Materials. This requirement is sole sourced to Silver ShadeMesh, PO Box 895, Winnebago, MN 56098, due these shades as manufactured by Silver ShadeMesh are the only type of banners that the Navy has been able to locate that provide the required luminosity and visual requirement for several weapon systems. There is no other fabric that can be used by the Hellfire Missile System. These are unique and the Screen/Banners have been tested and proven as Augmentors for the PETT and the LCMT Surface Targets. Any firms believing that they can provide the Silver ShadeMesh Banner Screening Material may submit a written response to be received at the Contracting Office no later than 5 days after the date of publication of this notice. It must clearly show the firm's ability to be responsive without compromising the quality, accuracy or reliability of Silver ShadeMesh Banner Screening Material without causing programmatic hardship.
