PRE SOLICITATION NOTICE
Requirement: this requirement is to replace two existing culverts with precast pre-stressed concrete voided slab bridges. The requirement includes clearing and grubbing, furnishing and installing two (2) precast pre-stressed concrete voided slab bridges (4 total members, per bridge site), bridge abutments, removing and disposing of the existing arch culverts offsite, installation of bridges and approach railings, construction of asphalt surfaced roadways, structural excavation and backfill, riprap and stream simulation placement and signage.
The project is located on the Almanor Ranger District (Plumas County) in the Lassen National Forest at; Latitude 40°6'7.88"N, Longitude 121°25'46.42"W
Estimated Magnitude (Price Range): Between $1,000,000.00 and $5,000,000.00
Contract Time: It is estimated the project will start around May 1, 2019 and be completed within 180 days or by October 19, 2019.
Set Asides: This procurement is being solicited as a small business set-aside. The North American Industry Classification System (NAICS) Code is 237310. The related small business size standard is $36.5M.
Solicitation Info: Solicitation is being conducted under FAR Part 14. All responsible sources may submit a bid, which shall be considered. The anticipated posting of this solicitation is on or about March 4, 2019.
Site Visit/Pre-proposal Conference: A formal site visit/pre-proposal conference will not be held. Prospective bidders are urged to visit the site on their own. Please contact the point of contact listed for this synopsis to ensure access to the site is available as some roads may be impassable due to inclement weather.
Bonds: A Bid guarantee is required with the bid. Performance and Payment Bonds in the amount of 100% of the contract price will be required of the successful contractor within 10 days of award.
Inquiries: Any prospective bidder desiring an explanation or interpretation of the solicitation, drawings, specifications, etc., must request it in writing soon enough to allow a reply to reach all prospective bidders before submission of their bids. Oral explanations or instructions given before the award of a contract will not be binding. In no event shall failure to inspect the site constitute grounds for a claim after contract award.
