BUSINESS CASE ANALYSIS OF THE USS DYNAMIC (AFDL-6) SOURCES SOUGHT NOTICE

This is a Sources Sought Notice being issued in accordance with Federal Acquisition Regulation (FAR) Part 10, Market Research. The resultant information will be used for preliminary planning purposes. Proposals are not being requested or accepted as a result of this Sources Sought Notice. THERE IS NO FORMAL SOLICITATION AT THIS TIME and no contract shall be awarded from this notice.  

This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is strictly voluntary; the Government assumes no financial responsibility for any costs incurred.

The Government is issuing this Sources Sought Notice, in support of Mid-Atlantic Regional Maintenance Center’s (MARMC) Corporate Operations Department, Norfolk, Virginia, as part of market research for a Business Case Analysis (BCA) regarding the USS DYNAMIC (AFDL-6). The BCA requirements are encompassed in the attached draft Performance Work Statement (PWS).

If your firm has the potential capacity and capability to perform this BCA’s draft PWS please provide the following information: 1) Organization name, address, email address, web address, telephone number, business size (provide your firm’s size classification under the appropriate North American Industry Classification System (NAICS) code, type of organization ownership (corporation, LLC, partnership, joint venture, etc., DUNS number, CAGE Code and written confirmation of registration in System for Award Management (SAM) your firm must be registered in SAM to be considered a source. (2) Capability statements for the tasks addressed in the draft PWS with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to accomplish the draft PWS, organizations should address the administrative and management structure of such arrangements.

The Government will evaluate market information to ascertain potential market capability to: 1) provide services consistent in scope and scale with those described in the draft PWS and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital and technical resources required to successfully perform the draft PWS and/or similar tasks 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment: meeting and tracking performance; hiring and retention of key personnel and risk mitigation: and 4) provide services under a performance based service acquisition.

BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THE POTENTIAL REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESS OR PROCURED THROUGH FULL AND OPEN COMPETITION.

Telephone inquiries will not be accepted or acknowledged and no feedback or evaluations will be provided to firms regarding their submissions. However, MARMC reserves the right to contact one or more of the respondents if additional information is required. Interested parties qualified to perform the attached draft PWS are invited to provide a response to this Sources Sought Notice by May 15, 2019 at 4:30 PM EST.
