AMENDMENT 1 IS BEING ISSUED TO REOPEN SOLICITATION SPE7L418R0045 TO ENHANCE COMPETITION. THE SOLICITATION WILL REOPEN ON APRIL 6 2018 AND THE NEW CLOSING DATE IS MAY7 2018 3PM EST.


The required quantity is 460 with a 50% option to be shipped; 160 EA to be shipped to (W62G2T) Tracy, CA 95376 and 300 EA be shipped to (W25G1U) New Cumberland, PA 17070..  This solicitation is set-aside for small business.  The required delivery is 750 days ARO to include a Government First Article test.  FOB Origin and Inspection and Acceptance at origin are required.  This solicitation is being issued under the First Destination Transportation (FDT) program.
Based on Market Research this item is manufactured for Military use only and is not commercial; therefore, the Government is not using the policies contained in FAR Part 12 in its solicitation for this item.  However, interested suppliers may identify to the Contracting Officer their interest and capability to satisfy the Government's requirement with the commercial item with 15 days of this notice.  This solicitation will be available on the Internet at http://www.dibbs.bsmdla.mil/rfp ; around 12/11/17.  Hard copies of this solicitation are not available. 


While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of Price, Past Performance and Delivery.


This solicitation contains DLAD Provision 52.215-9023 for Reverse Auction (RA).  The government reserves the right to activate this provision after timely offers have been received and evaluated.


This procurement also contains Procurement Note H07 Supply Assurance through Multi Source Contracting.


This solicitation document contains information that has been designated as "Military Critical Technical Data."  Only businesses that have been certified by the DOD, US/Canada Joint Certification Officer, and have a valid requirement may have a copy of the solicitation document.  All requests for copies of the solicitation document must include a certified copy of DD Form 2345, Military Critical Technical Data Agreement.  To obtain certification, contact:  Commander, Defense Logistics Information Service (DLIS), ATTN:  US/Canada Joint Certification Office, 74 Washington Avenue North, Battle Creek, MI  49017-3084 or call the DLIS at (800)-352-3572.  The DLIS US/Canada Joint Certification Lookup service is available via the Internet at http://www.dlis.dla.mil.ccal/.
Technical drawings/bid sets will be available after the issue date on the Internet at https://www.dibbs.bsm.dla.mil/. ; Interested parties may obtain copies of Military and Federal Specifications and Standards, Qualified Products Lists, Military Handbooks, and other standardization documents from ASSIST-Quick Search, http://quicksearch.dla.mil/. ; Documents not available for downloading from ASSIST can be ordered from the DODSSP Special Assistance Desk at (215)697-6396/6257 (DSN: 442-6396/6257), Bldg. 4/D, 700 Robbins Avenue, Philadelphia, PA  19111-5094.  Patterns, Drawings, Deviations Lists, Purchase Description, etc., are not stocked at the DODSSP. 


Pursuant to DAG 15.203-2 submission of proposals by electronic commerce (e-mail) is allowed.  Submit e-mailed proposals to the contracting officer or post in DIBBS. A single email cannot exceed 15 MB. Proposals greater than 15 MB must be divided into multiple emails.


All offers shall be in English and in US dollars.  All interested parties may submit an offer.
