BUILDER SMS Pilot Project for OCAMES

The Department of Veterans Affairs plans to pilot a project to assess utilization of the U.S. Army Corps of Engineers BUILDER Sustainment Management System (SMS) software for facility condition assessments at VA medical centers. Assessments will be performed in accordance with the BUILDER SMS nine point direct condition rating methodology, and will also include specific healthcare systems such as medical air and vacuum. VA is migrating towards use of Maximo for its Computerized Maintenance Management System (CMMS) and the pilot project will be conducted at a VA medical center in Iowa City, Iowa, that has already made the migration. This is important as elements included in the facility condition assessment will also be included in the Maximo CMMS. The intent of this pilot is to validate the BUILDER system will provide the functionality expected and it is expected to be completed within 100 days from start to finish. The Iowa City VA Medical Center is a 595,000 square feet facility.
Description of Work
Contractor will oversee the project (e.g., manage project schedules; provide status reports; ensure functional coordination on all assessment related activities and other inherent duties of project management). Contractor will conduct BUILDER SMS condition assessments in accordance with ASTM E 1557-09 Level 2 Group Elements using BUILDERTM SMS nine (9) point Direct Condition Rating methodology. The systems to be assessed include: A10 Foundations, A 20 - Basement Construction, B10 Superstructure, B20 - Exterior Enclosure, B30 - Roofing, C10 Interior Construction, C20 Stairs, C30 Interior Finishes, D10 Conveying, D20 - Plumbing, D30 - HVAC, D-40 Fire Protection, D50 Electrical, E10 Equipment and F10 Special Construction. Specific healthcare items such as medical air and vacuum, systems, oxygen systems, medical gas alarms are to be included. Also included will be site utilities, water towers, parking garages, roads and sidewalks. Contractor will conduct an inventory of key Real Property Installed Equipment (Electrical, HVAC, Plumbing, Fire Protection and Conveying components) to document building service equipment data within BUILDER.
Technical Requirements
Contractor must have project management experience implementing BUILDER SMS software at 5 hospitals over the past 3 years, to include coordination of services to conduct the facility condition assessment and document in the software, QC services for review and continuity of data, and coordinating with the hospital organization.
