(3) Description. The USDA FS is soliciting to award a single-award Indefinite Delivery Indefinite Quantity (IDIQ) contract for regular and as-needed toile maintenance and vault toilet cleaning services at 7 locations spread throughout the Boulder Ranger District (BRD) under the Arapaho Roosevelt National Forests and Pawnee National Grasslands (ARP).

(9) Proposed Solicitation Number. 1282AT19R0003

(10) Proposed Solicitation Period. Solicitation period anticipated from 6 Feb 2019 - 15 Mar 2019. All solicitation documents will be posted to FBO under the solicitation number at item 9. The actual due date will be shown in the solicitation. This period "proposed."
(11) Site Visit. This proposal does not require a site visit. Visits to 6 of the 7 sites are optional as they are open to the public. Site number 5 under C.3 is closed for the winter. Photos of all sites, including site No. 5 are provided with Section J Attachments.
(12) Pre-proposal Conference. There will not be a pre-proposal meeting for this solicitation. However, offerors may send questions via email ONLY to jaredasmith@fs.fed.us (and/or jared.a.smith@usda.gov) AND klenisewallace@fs.fed.us (and/or klenise.wallace@usda.gov).

(13) Contact Point or Contracting Officer. Klenise Wallace, klenisewallace@fs.fed.us or klenise.wallace@usda.gov. All questions pertaining to this upcoming solicitation must be submitted in writing, via email to this contact.

(14) Place of Contract Performance. The work is located at 7 recreation sites within Boulder, CO.

(15) Contract Type: Basic Purchasing Agreement (BPA). All associated BPA calls will be Firm Fixed Price (FFP).

(16) Contract Award Period of Performance. The anticipated period of performance includes a base period and four (4) option years. The base period is anticipated for award (on or about 29 March 2019) through 31 December 2019. Award of the optional periods are not guaranteed and are always subject to funding availability. The option years will be effective 1 Jan through 31 December. An option year is not guaranteed. Funding will be based on BPA Call order requirements and are always subject to funding availability.

(17) Contract Award Date. On or about 29 March 2019

(18) Contract Award Dollar Amount. It is anticipated that the range price of this contract will be (FAR 36.204):
Between $25,000.00 and $100,000.00. This magnitude considers the following: Timeline (Base period plus 4 option years).

(19) Contractor. TBD following evaluation of competitive proposals. One (1) contractor will be selected for this single-award BPA. Contractor must have active registration in SAM IAW FAR 52.204-7. To register, go to https://www.sam.gov/portal/SAM/#1.

(20) Additional Information.

(20.i) Solicitation 1282AT19R0003. This solicitation or the projected call orders are not meant to replace any existing contracts currently supporting the BRD at this time. Contractors with existing awards for specific work are still welcome and encouraged to bid on this project.

(20.ii) Bonding. Bonding is not required for this contract and is not anticipated for any future task orders awarded under it.

(20.iii) Cutoff for Questions and Answers. The cutoff for questions pertaining to this solicitation is Wednesday, 13 March 2019 NLT 1300 MT. Questions must be submitted via email to klenisewallace@fs.fed.us (klenise.wallace@usda.gov) and jared.a.smith@usda.gov. Do not make assumptions. It is better to ask and know than guess what the Government's intent is for any given subject area. All inquiries must include the solicitation number in the subject of the email. (e.g. Questions: 1282AT18R0000)

(20.iv) Proposal Submission. Proposals are due Friday, 15 March 2019 by 1300 MT. Proposal submissions must include the solicitation number in the subject of the email(s) and contractor name. (e.g. Proposal Response: 1282AT18R0000, ABC Company) Contractor is responsible for verifying receipt of proposal by the Contracting Officer.


(20.v) Tips for Submission.


a. Read the solicitation carefully and ensure that proposals include all documents specified in Section L. Follow the Required Checklist as a guide.


b. Ensure all questions have been addressed prior to proposal submission.


c. All submission elements require title pages. An example will be provided for offeror reference in the attachments.
