This is a Sources Sought Notice and IS NOT a solicitation announcement. The purpose of this Market Research and Sources Sought Notice is to gain knowledge of potential qualified firms. Responses to this Sources sought will be used by the Government in making appropriate acquisition decisions.

The proposed service project consists of replacement and upgrading of existing hardware and software for the Electronic Security System (ESS) at El Centro Sector Headquarters (SHQ) building and the El Centro Border Patrol Station (BPS) building.


The existing CCTV systems are analog that consist of Bosch BIS in the SHQ Building and a VICON NOVA at the BPS building. These systems consist of Bosch/VICON DiBOS Digital Video Recorders (DVRs), Bosch/VICON NOVA interface equipment/components, and Bosch Dinion interior and exterior fixed and PTZ security surveillance cameras. This project will integrate both the SHQ Administration Building and BPS into one CCTV system capable of being monitored from the SHQ Administration Building. It will also provide for the repair and or replacement of non-functioning cameras and equipment, upgrade the video recording capabilities DVR's, and the replacement of servers and monitors.


The existing EECS systems at both the SHQ Administration Building and BPS Administration Building consist of Bosch AMC2 Access Module Controllers and expansion input/output boards that are connected to the BIS through the dedicated ESS network. The equipment includes doors contacts, proximity card readers, proximity w/key pad card readers, electronic door strikes and passive infrared (PIR) request to exist (REX) devices. The proximity card readers are used at interior doors and the proximity/keypad readers are on exterior doors. This system also includes the card readers at the Sector access gates. This project will provide for the replacement of damaged exterior card readers, installation of new interior card readers to replace existing cipher locks and will replace the existing Bosch system with a new EECS system including hardware and software that is fully compliant with HSPD-12 and all other CBP, OBP, DHS OIT and or Federal standards.


The existing IDS system at both the SHQ Admin Building and the BPS Admin Building consist of Bosch controllers connected to Bosch Ethernet interface panels that are connected to the dedicated ESS Network. The equipment includes Balance Magnetic Switches (BMS), PIR motion detectors, glass break sensors and duress buttons. This project will implement a full diagnosis of this system at both buildings, replace non-functioning equipment and sensors and it will be integrated into the new ESS system.


External cameras and related external infrastructure will remain as-is. The existing external cameras will be integrated into the new Electronic Security System.


The estimated magnitude of service is $1,000,000.00 - $5,000,000.00


Period of performance is 180 calendar days.


North American Industrial Classification System (NAICS) Code applicable to this acquisition is 238210 - Electrical Contractors and Other Wiring Installation Contractors


Small Business Size Standard for this acquisition is $15 Million.


Interested sources (both large and small) are invited to submit a capability statement demonstrating their ability to perform the work as described above. Responses are requested with the following information, which shall not exceed a total of six pages.


(1) Offerors name, address, point of contact, phone number, and email address.


(2) Business size/classification, to include any designations as Small Business, HUBZone, Service Disabled, Veteran Owned, or 8(a) and NAICS code designations.


Past Performance/Experience Criteria:
(3) Past performance/experience and specialized experience for electronic security, qualified and or licensed to work on specific system, approved products list and approved providers, must meet OIT TRM requirements;

a. Must have past performance and specialized experience for not less than two (2) successfully completed projects within the past five (5) years with the majority of the project involving work consisting of Electronic Security System Installation, and/or Upgrade and/or Renovation of Systems for Customs and Border Protection;

b. Qualified and/or licensed to work on specific systems related to Customs and Border Protection;

c. Knowledgeable of approved products list and approved providers for Customs and Border Protection systems;

d. Must be knowledgeable in Office Information Technology - Technical Reference Model requirements related to Customs and Border Protection;

e. Must be able to work in secure areas requiring escort - Under constant escort and immediate observation by Customs and Border Protection Security Staff;

f. Phasing of work - Coordination of trades involved with phase work at Customs and Border Protection Facilities.
