The subject requirement is for the acquisition of NSNs shown below. An Indefinite Delivery Quantity Long-Term solicitation will be for a three year base period with and two one-year option periods which will be extended in one year increments, at the discretion of the Government. The total duration not exceed five years. NAICs 334310 applicable with Small Business Size Standard 750. The acquisition will be unrestricted with 3 NSNs as other than full and open competition: CLIN 0003 5965-01-507-4318, CLIN 0005 5965-01-567-7894 and CLIN 0008 5965-01-658-2940.  The 5 remaining NSNs as Total Small Business Set Aside: CLIN 0001 5930-01-464-9981, CLIN 0002 5930-01-464-9985, CLIN 0004 5965-01-554-2388, CLIN 0006 5965-01-615-9680 and CLIN 0007 5965-01-652-1202,  all  based on 10 U.S.C. 2304(c)(1) - Available from only one or a limited number of sources, for an Indefinite Delivery Contract (IDC) issued utilizing FAR 13.5 procedures. The solicitation will be available on or about November 1, 2019 at https://www.dibbs.bsm.dla.mil/rfp/


Hard copies are not available.  Increments and delivery schedule will be noted on the RFP. FOB Origin is required. Inspection/Acceptance requirement will be Destination.  All responsible sources may submit an offer/quote, which shall be considered. It is the responsibility of the offeror to obtain the additional data that is necessary to manufacture the item and provide this evidence to the Government. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery, past performance, and other evaluation factors as described in the solicitation.


The Government is using the policies contained in FAR PART 13.5 in its solicitation for the described supplies or services.


The item under this acquisition may be subject to an Agreement on Government Procurement approved and implemented in the US by the Trade Agreements Act of 1979.  All offers shall be in the English language and in US dollars.  All interested suppliers may submit an offer.
