NSN 1095-01-538-0212 - BOMB RACK SUPPORT being bought in accordance with MARVIN ENGINEERING (32067), part number 1348AS120.  Based on market research this item is manufactured for military use only and is not commercial; therefore, the Government is not using the policies contained in FAR Part 12 in its solicitation for this item.  However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item with 15 days of this notice.  The required quantity is 160 each to be shipped to (SW3122) Jacksonville, FL  32212.  An option of 160 each will also be included in this solicitation. FOB Origin and Inspection Origin is required. First Destination applies to this procurement. This item has been identified as a Navy Critical Safety Item (CSI). This item requires a Government First Article Test.

The required delivery is Government First Article is due in 120 days from date of award, Review of First Article is 120 days for Government review/approval, and delivery of production quantity after First Article Test approval is 310 days. Production Lot Testing (PLT) is also required for this procurement.  Delivery of PLT is concurrent with production quantity (310 Days). Government Test of PLT is 120 Days. Approval of PLT is 130 Days, packaging/shipping is 30 Days; for a total of 830 days.


 


This solicitation will be available on the Internet at http://www.dibbs.bsm.dla.mil/rfp after the issue date of 9/20/2017.  Hard copies of this solicitation are not available.  There are no technical drawings/bid sets available.  This solicitation is not set-aside for small business.  While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, past performance and delivery.  The required delivery is 830 days.  One or more of the items under this acquisition may be subject to an Agreement on Government Procurement approved and implemented in the US by the Trade Agreements Act of 1979.  All offers shall be in the English language and in US dollars.  All interested suppliers may submit an offer. 


 


While price may be a significant factor in the evaluation of offers, proposals will be evaluated according to "best value" procedures on the basis of Price, Past Performance and Delivery. All offers shall be in English and in US dollars.  Surplus material will not be considered. Export Controls (ITAR/MLI) apply.
