The Bureau of Land Management (BLM), Oregon State Office is conducting market research to make informed decisions about firm capabilities to define the requirement and area of competition for an Indefinite Delivery, Indefinite Quantity (IDIQ) contract for wildlife surveys, specifically Marbled Murrelet (MAMU) and Northern Spotted Owl (NSO) surveys, across BLM's area of responsibility in western Oregon, to include Klamath Falls.

All responsible sources may submit a capability statement that shall be considered by the agency. The capability statement must include:


1. Name and address of your firm, with the firm representative's name, telephone number, and email address.


2. List the types of wildlife surveys the firm conducts.


3. List recent wildlife survey projects conducted for BLM in the last 3 years. Identify the contract/order number, project title, location, and cumulative award amount.


4. Identify the geographic areas in western Oregon that you are capable of performing. Cite "All areas" if all. If not all, identify the county(ies).


5. Identify the firm's resources like equipment and number of permanent employees or crews employed. If crews are used, identify the crew composition.


6. This IDIQ contract may have multiple task orders performed concurrently in distinctly different geographic areas. The average task order magnitude for NSO surveys is expected to be $100K to $500K annually; about 5 task orders per year. The average task order magnitude for MAMU surveys is expected to be $100K to $350K annually; about 4 task orders per year. Identify how many task order projects the firm can successfully perform concurrently (not sequentially). If the firm is unable to perform concurrent task orders, identify the firm's ability to successfully perform the magnitude of projects contemplated under this contract.
