The NAVSUP Fleet Logistics Center Sigonella (FLCSI) Naples Detachment office intends to solicit a sole source
award for a 2-in-1 supply/service, non-competitive commercial contract at firm fixed prices (FFP) to Biomerieux
Italia S.p.A. in support of U.S. Navy Hospital (USNH) Naples . The anticipated award will provide consumable
supplies of laboratory reagents and blood culture bottles required to perform blood testing via the Government owned
VITEK@2 Compact and BacT/ALERT@ 3D equipment. The required supplies are direct replacements to
the current consumable reagents and blood culture bottles. This requirement is to maintain the drop ship inventory
already being utilized by USNH Naples.
The reagents and blood culture bottles comply with Federal Drug
Administration (FDA) and USNH laboratory quality control for the specific equipment and usage.

The requirement is for a full year of consumables with four additional option years. USNH requires a drop ship
inventory due to the shelf-life expiration of the reagents. A local supplier is required to maintain the just-in-time
deliveries in a set quantity and delivered to accommodate an inventory with a short shelf life. The supplies must be
maintained at a constant refrigerated temperature of between two to eight degrees Celsius to meet quality control
standards and ensure lot sequestration.

The requirement will provide a drop ship inventory for the consumables that are for the form, fit, and function as
specified by the manufacturer in compliance with the Vitek@2 Compact and BacT/Alert@ 3D warranties .
In order
to successfully perform the blood testing and maintain the performance of the Vitek@2 Compact and BacT/Alert@
3D and be within the terms of the existing warranty, it is required for the consumable reagent and blood sample
bottles required to be updated and compliant in accordance with manufacturer specifications. Any repairs that void
the warranty, may cause remedial repairs outside the maintenance agreement that would lead to increased costs and
suspend the laboratory processing of blood tests.

Under the authority of FAR 6.302-1, there is only one responsible source, the original equipment manufacturer
(OEM), Biomerieux Italia S.p.A., capable and authorized to fulfill the requirement.
There are no other known or
authorized supplies or services that will satisfy agency requirements other than the responsible source and OEM.
Biomerieux Italia S.p.A. is the manufacturer of the specialized blood testing equipment (Vitek@2 Compact and
BacT/Alert@ 3D) which are Government owned and provide factory direct support for any repairs, upgrades,
software updates and equipment modifications.

Biomerieux Italia S.p.A. manufactures the consumable reagents and specialized blood culture bottles which are the
only compatible supplies designated for use with the Vitek@2 Compact and BacT/ALERT@3D equipment. Other
reagents from various vendors would cause instrument failure. Any repairs that void the warranty, may cause
remedial repairs outside the maintenance agreement that would lead to increased costs and suspend the laboratory
processing of blood tests.
The proprietary data for the Vitek@2 Compact and BacT/Alert@ 3D is wholly owned by
the manufacturer. The manufacturer patent, copyright, proprietary data, and warranty on the machines and bottles
limit competition.

The solicitation number is N68171-19-Q-8010. The applicable North American Industry Classification System
(NAICS) code is 339112. The Product Service Code (PSC) is 6515. The taxonomy of supplies is Surgical and
Medical Instrument Manufacturing. The anticipated period of performance (POP) is 1 October 2019 to 30
September 2024. It is anticipated an award will be made directly to Biomerieux Italia S.p.A. on or before but no
later than (NLT) 30 September 2019. Inspection and acceptance will be at destination by the Government.
Standard commercial packaging and marking will be required. The delivery location is Materials Management Department
Laboratory, USNH Naples, Localita Boscariello, 81030 Gricignano di Aversa (CE), Italia.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all quotations
received by the closing response date will be considered by the Government. A determination by the Government
not to compete this proposed solicitation based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to
conduct a competitive procurement. Any response to this notice must show clear and convincing evidence that
competition would be advantageous to the Government.
In doing so, interested sources must submit technical
capabilities, pricing, and other information that demonstrates their ability to fulfill the requirement in accordance with the Statement of Work (SOW). (CET) on 19 September 2019; all responding vendors must be registered in the System of Award Management
(SAM) at https://www.sam.gov, have an active CAGE code, and be issued a Dunn and Bradstreet (DUNS) number.
