DLA Land & Maritime presolicitation notice for NSN 6140-01-533-7674, Battery, Storage.  This is a competitive item being procured in accordance with MIL-PRF-32052(1)SUP 1 NOT 1.  This solicitation is a 100% Small Business Set-Aside.  NSN requires Contractor First Article Test as well as Contractor and Government Production Lot Tests.  The requirement is for a total quantity of 3,883 each, and will include up to a 100% option quantity.  Inspection and acceptance is at origin and FOB is at destination.  Delivery location is Richmond, VA (SW0400).  Delivery for production quanatity is 654 days, and this includes all testing requirements. 

The procurement will be in accordance with FAR Part 15.  This solicitation will be available in DIBBS, https://dibbs.bsm.dla.mil/rfp on or about January 25, 2019. 

Based on market research, this item is manufactured for military use only and is not commercial, therefore, the Government is not using the policies contained in FAR Part 12 in this solicitation for this item.  However, interested parties may identify to the Contracting Officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. 

While price may be a significant factor in the evaluation of offers, the final award decision will be based on a combination of price, proposed delivery, and past performance.  All offers shall be in the English language and in U.S. Dollars.

The Contracting Officer may utilize on-line Reverse Auctioning as a means of conducting price discussions under this solicitation.  During the course of the on-line auction, offerors' proposed prices will be publicly disclosed to other offerors and anyone else having access to the on-line auction.  This public disclosure is anonymous, meaning that each offer's identity will be concealed from other offers (although it will be known to the Government) and only generic identifiers will be used publicly for each offeror's proposed pricing (e.g., "Offeror A").  By submitting a propsal in response to the solicitation, offerors agree to participate in the Reverse Auction and that their prices may be publicly disclosed, including to other offerors, during the Reverse Auction.  An offeror's final auction price will be considered its final proposal revision.  No price revisions will be accepted after the close of the Reverse Auction, unless the Contracting Officer decides that further discussions are needed and final proposal revisions are again requested in accordance with FAR 15.307.
