DLA Land & Maritime presolicitation notice for NSN 6140-01-020-7288, Battery Storage.  The AMSC is B, Restricted to sources specified on "Source Control" drawings.  The current approved source is Saft America Inc., CAGE 09052,  The requirement will result in an award for a total of 20 each and will include a 100% quantity option for 40 each.  Inspection and acceptance as well as FOB are at destination, Richmond, VA (SW0400).  The solicitation will be available on DIBBS on or about March 19, 2018 with an anticipated award of April, 2018.  Delivery is 96 days.   

The solicitation will contain DLAD Proc Note L22 Restriction of Alternate Offers for Source Controlled Items.  Any offer received for a product other than the approved source is encouraged to contact the cognizant design activity in accordance with DLAD Proc Note L22. 

The proposed contract is being solicited on an unrestricted basis using other than full and open competition and is not set-aside for small business.  The NAICS code is 335911 and the business size standard is 1250.  This procurement will be in accordance with FAR Part 15 Contracting by Negotiation.

One or more of the items under this acquisition may be subject to an Agreement on Government Procurement approved and implemented in the United States by the Trade Agreement Act of 1979.  All offers shall be in the English language and in U.S. dollars.  All interested suppliers may submit an offer.  While price may be a significant factor in the evaluation of offers, proposals will be evaluated according to "Best Value" procedures on the basis of price, delivery and past performance as described in the solicitation. 

Based upon market research, the Government is not using the policies contained in FAR Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services.  However, interest persons may identify to the Contracting Officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. 

While price may be a signifcant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery, past performance and other evaluation factors as described in the solicitation.  The soliciation will be available at https://www.dibbs.bsm.dla.mil on its issue date of December 26, 2017.  Hard copies of this solicitation are not available. 

The Contracting Officer may utilize on-line Reverse Auctioning as a means of conducting price discussions under this solicitation.  During the course of the on-line auction, offerors prices will be publicly disclosed to other offerors and anyone else having access to the on-line auction.  This public disclosure is anonymous, meaning that each offeror's identity will be concealed from other offerors (although it will be known to the Government), and only generic identifiers will be used publicly for each offer's pricing (e.g. "offeror A").  By submitting an offer in response to this solicitation, offerors agree to participate in the Reverse Auction and are advised that their prices may be publicly disclosed, including to other offerors, during the Reverse Auction.  An offeror's final auction price will be considered in the final revision.  No price revisions will be accepted after the close of the Reverse Auction, unless the Contracting Officer decides that further discussions are needed and final revisions are again requested.
