This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, as supplemented with the additional information included in this notice. This solicitation is advertised as a small business set-aside action in accordance with FAR 13.5 Simplified Procedures for Certain Commercial Items. The proposed award will be made as lowest price of proposals meeting or exceeding the acceptability standards for non-cost factors.
This combined synopsis/solicitation WILL be posted to FEDBIZOPPS (https://www.fbo.gov/ ). This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. The RFQ number is 69727619Q00003, PLEASE SUBMIT QUOTES ON THE ATTACHED SPREADSHEET. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-101 effective 10/26/2018. The U.S. Department of Transportation (USDOT), Maritime Administration (MARAD), New Orleans, LA intends to award a firm fixed price purchase order for a replacement Engine 16v149 Detroit Diesel on/for the M/V Barbara Lois. The M/V Barbara Lois is located at 2600 Amoco Road, Beaumont Texas, 77705. The Statement of Work - Attachment 2 and the vendor price sheet - Attachment 3 as well as others, are attached to this solicitation.
SHIP CHECK - SITE VISIT
A site visit will be conducted onboard the M/V Barbara Lois at 09:00 a.m. CDT on February 19th - 21st 2019. Located at 2600 Amoco Road, Beaumont, Texas 77705. The site visit POC is: Rick Tobleman, USDOT- Maritime Administration (MARAD), Div. of Gulf Operations, New Orleans Office, 500 Poydras St., New Orleans, LA 70130. He can be reached via e-mail at rick.tobleman@dot.gov, or via Mobile Phone 409-474-1105. The site visit is highly encouraged for all companies planning to submit a quote. To make the site visit as productive as possible, quoters are also requested to submit any questions from the review of the solicitation package or site visit. All questions shall be submitted to the Contracting Officer, Carolyn Quinn, via email at carolyn.quinn@dot.gov, no later than 3:00 CDT, March 4, 2019. Responses to questions will be issued by amendment to the solicitation package. Please reference the solicitation number on your quote and any e-mails.
