The U.S. Army, Army Contracting Command-New Jersey (ACC-NJ) in support of the Armament Research Development, and Engineering Center (ARDEC) at Picatinny Arsenal, NJ, is conducting market research to identify sources capable of providing expert level knowledge as a Baldrige examiner. This senior examiner who has served on the Malcolm Baldrige National Quality Award prestigious Panel of Judges at national level will have a proven track level of accomplishment. This includes training leaders not familiar with the latest Baldrige criteria, conducting Baldrige examiner training, conducting Baldrige training in category writing, actual Baldrige site visit experience as well as experience reviewing Baldrige applications and completing detailed Baldrige feedback reports with maturity level scoring. Experience applying Baldrige within government or public sector organizations is required.


The senior examiner will have a complete and thorough knowledge of the components of the Baldrige Criteria, how to evaluate processes and results using Approach, Deployment, Learning and Integration (ADLI) for the process section categories and Levels, Trends, Comparison and Integration (LeTCI) for the results category. The senior examiner will provide a Go/No Go recommendation to proceed to submission after carefully reviewing an in-house written Baldrige application and scoring it and provide a briefing to support the recommendation in person. The period of examination of the application will not exceed seven working days.


Each potential source is required to provide evidence of demonstrated experience as a serving senior examiner and participation in Baldrige site visits. Also each potential source is required to provide evidence of tenure on the Panel of Judges for the Baldrige Performance Excellence Program (national level). Evidence of types of training conducted, course descriptions and dates is requested. Each potential source will provide point of contact (POC) information including name of organization, address of organization, telephone number, POC e-mail, size of business and appropriate website address if applicable.


The NAICS Code for this effort is 541990- All Other Professional, Scientific, and Technical Services.


Interested parties shall submit a capability statement demonstrating how they are capable of performing this requirement. Standard corporate brochures are not desired. The capability statement should include the following: company name, address, telephone number, email address, technical point of contract, DUNS number, Cage Code and company size (please specify as either a Large Business, Foreign-Owned Business, Small Business, Small Disadvantaged Business, 8(a) concern, Woman-Owned Small Business, Historically Underutilized Business Zone concern, Veteran-Owned Small Business, or Service-Disabled Small Business), and technical description of the ability to meet the requirement.


This Sources Sought Notice is for information purposes only and shall not be construed as a commitment or a promise of a contract by the Government. This is not a solicitation. If a formal solicitation is generated at a later date, a RFP will be published. If a RFP is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential offerors to monitor this website for additional information pertaining to this requirement. The Government is not obligated to notify respondents of the results of this survey. All information submitted will be held in a confidential status. Information provided will not be returned. TELEPHONE INQUIRIES/SUBMISSIONS WILL NOT BE ACCEPTED. The Government will accept questions via email ONLY.


The Government is not seeking, and will not accept, unsolicited proposals. Responders are advised that the Government is not responsible and will not pay for any information or administrative costs incurred in responding to this notice.


The closing date for responses to this request is No Later Than (NLT) 05 March 2019.
