AxioObserver Z1 Inverted Research Microscope with ZEN 2 Digital Imaging & ApoTome 2 Optical Sectioning System

HHS-NIH-NIDA-SSSA-NOI-16-464

INTRODUCTION
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This acquisition is being conducted in accordance with the procedures of FAR Part 13--Simplified Acquisition Procedures and FAR Part 12--Acquisition of Commercial Items.

The solicitation number is HHS-NIH-NIDA-SSSA-NOI-16-464 and the solicitation is issued as a PRE-SOLICITATION, NOTICE OF INTENT, to award a contract on a noncompetitive basis to Carl Zeiss Microscopy, LLC located at One Zeiss Drive, Thornwood, NY 10594.

REGULATORY & STATUTORY AUTHORITY
This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13--Simplified Acquisition Procedures, Subpart 13.106-1, only one responsible source and no other supplies or services will satisfy agency requirements, and FAR Part 12--Acquisition of Commercial Items and is NOT expected to exceed the simplified acquisition threshold. Contracts awarded using FAR Part 13--Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6--Competition Requirements.

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-88-1, dated June 15, 2016.

NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE
The associated NAICS code for this requirement is 334516 with size standard of 500 Employees.

CONTRACTING WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME) DETERMINATION
The non-competitive determination is based upon the market research conducted as prescribed in FAR Part 10--Market Research, specifically the results of market research concluded that only Carl Zeiss Microscopy, LLC (Zeiss) is capable of meeting the needs of this requirement in order to ensure continuity of science and equipment compatibility. The NIA Laboratory of Molecular Gerontology uses an owned Zeiss AxioVision 200 Microscope that must now be upgraded with a Zeiss AxioObserver Z1 inverted Research Microscope with ZEN 2 Digital Imaging and ApoTome 2 Optical Sectioning System to ensure continued full function at state-of-the-art research levels. This equipment is proprietary to its original equipment manufacturer (OEM), Zeiss, and only this company is capable of and authorized to upgrade it. The contractor does not allow other companies to sell this equipment to the Government. Use of any other contractor would place current equipment hardware and software integrity in jeopardy and also risk continuity of science; research data is based on the current software and equipment calibration so use of incompatible additional equipment would invalidate standardization of longitudinal research study data and loss of this data would be to the serious detriment of the LMG mission. Accordingly, only Carl Zeiss Microscopy, LLC is capable of providing the required additional/upgrade equipment.

This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice.

A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.

DESCRIPTION OF REQUIREMENT

Background
The Laboratory of Molecular Gerontology (LMG), part of the National Institute on Aging (NIA), is conducting research into the causes, treatment, and prevention of aging and premature aging disorders. The LMG's mission is to seek fundamental knowledge about how the body accumulates damage to its DNA over time, how this contributes to aging and to use that knowledge to possible reduce or prevent aging or age-related degenerations.

The LMG currently uses a Zeiss AxioVert 200M that was purchased in 1993. This microscope is an essential part of the laboratory. It is used daily by all sections of the LMG for various imaging techniques, COMET analysis, and DNA Fiber experiments and now requires an upgrade.

Purpose and Objectives
The purpose of this acquisition is to procure one (1) Zeiss AxioObserver Z1 inverted Research Microscope with ZEN 2 Digital Imaging and ApoTome 2 Optical Sectioning System for use with existing Zeiss equipment in the Laboratory of Molecular Gerontology (LMG). To ensure research data standardization, this is a sole source requirement.
