This is a twelve month contract action to sustain aviaition maintenance for the Regional Aviation Sustainment Manager - East (RASM-E) area of operations, supporting the Aviation Field Maintenance Directorate (AFMD).  This action will be a short term solution until the fully competitive AFM II contract is awarded, which is scheduled for 2nd Qtr, FY 19.  Continued operations in support of this program is critical to the Army's Aviation Fleet.  The contract type for this effort, like the current contract, is a hybrid of Cost Plus Incentive Fee (CPIF) and Fixed Price Level of Effort (FPLOE) for labor, Cost Reimbursement (CR) for material and travel, and Firm Fixed Price (FFP) for site management. 

Background:  The current contract is in support of the Army Aviation and Missile Command's Logistic Center's Field Support and Readiness Directorate requirement for the Army's rotary wing aircraft maintenance program within RASM-E.  The primary support facilities are at Fort Drum, NY; Fort Stewart/Hunter Army Airfield, GA; and Fort Bragg, NC.  There are multiple satellite facilities as well; however, RASM-E covers the entire East Coast of the United States.

Examples of activities performed within the RASM-E include:  Army Aviation Field and Sustainment Level Unit Maintenance, Aviation Unit Maintenance/Aviation Intermediate Maintenance Support, Installation Aviation Supply Support, Ground Support Equipment Maitnenance, and installation of MWOs.  Modifications will be applied in conjunction with Aircraft Reset or done as standalone efforts.  Modifications will be performed within the locations detailed above and by travel teams supporting the RASM-E area of operations.  The contractor will support any CABs as required within the RASM-E area of operations.

The contractor will be required to have and maintain higher Quality Management Systems to include AS9110 (REV B) and provide copies of their AS9110 Revision B (or higher) certifications.  The contractor will be required to perform the effort IAW current and applicable Army regulations and operating procedures, including the AR 95-20.
