Automatic Flight Control System (AFCS)
The Naval Air System Command intends to negotiate and award a sole source Firm Fixed Priced contract with options to Hamilton Sundstrand, Windsor Locks, CT for post acceptance tests on up to seventeen Automatic Flight Control System (AFCS) digital computers circuit card assemblies. Hamilton Sundstrand is the sole developer of the Post Acceptance Test (PAT) and associated test equipment. The Government cannot duplicate this equipment or process due to the proprietary nature of the technical data. The authority permitting other than full and open competition is Title 10, U.S. Code 2304(c)(1), as implemented by the Federal Acquisition Regulation Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.
