PERFORMANCE WORK STATEMENT
VISN 2 SOUTH - PATHOLOGY AND LABORATORY MEDICINE SERVICES
AUTOMATED URINE CHEMISTRY
WITH INTEGRATED MICROSCOPY ANALYZER SYSTEM


Introduction

VISN 2 SOUTH is seeking to establish a 5-year contract (option years, BRA, etc.) for Automated Urinalysis Analyzers with Microscopy. We requestB theB Cost Per Reportable Result (CPRR)B method for equipment acquisition (including allB consumables, all maintenance needed for normal operations, and peer comparison for QC).B This allows pricing per reportable result that includes reagents, controls, calibrators,B kits (for tests, controls, calibrators), repeats, dilutions, consumables (e.g., pipettes), and all other items including parts, service, preventiveB maintenance, except labor. Cost per test and Cost per kit are not acceptable.
Delivery or Performance-Period Requirements

VISN 2 SOUTH is seeking to establish a 5-year contract for Automated Urine Chemistry with Integrated Microscopy Analyzer system. VISN 2 SOUTH is comprised of seven medical centers, six of which will be participating in this acquisition.

The following sites require mirror-image analyzers due to test volume: New Jersey (East Orange and Lyons), Hudson Valley (Castle Point), Bronx, NY Harbor (NY & Brooklyn), and Northport VA require a second analyzer capable of handling the test volume during downtime and must be interfaced with VistA.
Applicable Conditions

Clinical and Laboratory Standards Institute (CLSI) formerly National Committee for Clinical Laboratory Standards (NCCLS) for procedure manuals.
All mandated FDA regulations.
CollegeB of American Pathologists Hematology Checklist, requirements for accreditation.
Must be compatible with current and future VA Interface changes.
