The Fleet Services Division is responsible for fueling
approximately 4,000 various fleet vehicles and equipment, and approximately 200
various non-fleet customer vehicles. Fleet services as they relate to this RFP include,
but are not limited to, fuel purchasing, dispensing and tracking for all fleet and nonfleet
vehicles. The City presently operates fifteen (15) automated fueling facilities,
and forty-six (46) non-automated fueling facilities, all with a variety of dispenser
types. The automated fueling facilities have one of two automated fueling
management systems in place: ORPAK (10 sites) and TRAK (5 sites) systems.

Furnish the City with the purchase, lease to purchase or lease of a state-of-the-art
automated fuel management system (hereafter referred to as the AFMS) including
all equipment and services; improve or extend efficiencies of the existing City system
for fuel management; improve interface (preferably with a real-time non-user
intervention interface) with the Citys fleet management system (Fleet Focus -
AssetWork); utilize a turnkey approach; and establish a contract for a five (5) year
purchase, lease to purchase or lease of both hardware and software, and the
installation of both as required. This RFP describes both the general and the system
requirements of the AFMS.
