The Naval Information Warfare Center, Pacific (NIWC Pacific), formerly SPAWAR
Systems
Center Pacific (SSC Pacific), intends to issue Request for Proposal (RFP) No.
N66001-19-
R-0035 for engineering, technical and programmatic services for communication
and
networking systems, and associated certification and information assurance for
developments, current operations and planned upgrades to support engineering
efforts
for Program Manager Warfare (PMW) 160 Tactical Networks under Automated Digital
Network Systems (ADNS). The scope of this requirement provides Surface Ashore,
Surface Afloat, Submarine Shore, Submarine Platforms, Airborne Shore, Airborne
Platforms, Mobile, Joint, and Federal Infrastructure business areas with
specific
technologies such as network design and development, network monitoring,
management and operations, common computing environment, infrastructure with
associated hardware and software components, cloud computing, ashore and afloat
data
centers and server hosting environments, consolidated network enterprise
services,
wireless networking, and tactical, satellite and joint space communications.
This proposed single award indefinite-delivery, indefinite-quantity (IDIQ)
cost-plus-fixed-
fee (CPFF) and cost (no fee) pricing arrangements is the result of a collection
of previous
task orders awarded from NIWC Pacific Multiple Award Contracts (MACs)s. These
requirements are ongoing and are expected to continue into the foreseeable
future. The
period of performance will include a two-year base period and four two-year
option
periods. Orders will be placed pursuant to the ordering process at FAR
16.505(a). The
North American Industry Classification System (NAICS) Code is 541330
Engineering
Services ((Except (a) Military and Aerospace Equipment and Military Weapons))
and
the Small Business Size Standard is $38,500,000. The Product Service Code (PSC)
for
this contract is R425 Engineering and Technical Services. The Facility
Clearance Level will
be Secret. This requirement will be competed as a 100% Small Business Set
Aside.
NIWC Pacific anticipates that the final RFP for N66001-19-R-0035 will be
released on or
about mid July early August 2019. The solicitation will only be available
electronically.
Electronic copies of the RFP may be obtained from the SPAWAR E-Commerce website
at
https://e-commerce.spawar.navy.mil under NIWC "Open Solicitations." Hard copy
versions of the RFP and any subsequent amendments will not be available. Firms
are
encouraged to review the website regularly for important solicitation
information.

1. Is this a new requirement? If not, is NIWC Pacific able to provide the
previous the
contract numbers and contractor names?

2. Will there be an industry day, pre-solicitation draft of materials or other
items that we
may review in anticipation of this RFP?
A - NIWC Pacific will make an effort to post a draft RFP to give industry an
opportunity to
provide feedback. The RFP is currently being created and not ready to be
published.
