SOURCES SOUGHT SYNOPSIS

FOR

AUTOMATED DEPAINT SYSTEM MAINTENANCE AND REPAIR



PURPOSE/DESCRIPTION

The Government is conducting market research to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for providing resources to provide preventive maintenance, technical telephone support, and on-site repair for the Automated De-paint System for Off-Airframe Components (ADSOC) Plastic Media Blast (PMB) system located in building 191 at Robins AFB, Georgia. Our acquisition strategy is a 5-year firm-fixed price contract consisting of a basic contract year and four 1-year options.


The current contract, FA8571-15-C-0002 was awarded sole source to Southwest Research Institute and consists of a basic contract year and four 1-year options. The contract was awarded on 22 December 2014 and the period of performance ends on 21 December 2019.


The Contractor shall provide professional engineering services at below the SECRET level to provide on-site quarterly preventive maintenance (PM) and inspection on the ADSOC PMB system. The quarterly PM shall include all systems and components of the de-paint robot system, Human Machine Interface (HMI) , PMB reclaim system, dust collection system, air compressors, air dryers, and other system components as necessary to ensure the successful and reliable operation of the system. The Contractor shall also be required to develop a written preventive maintenance manual detailing the maintenance procedures to be performed to be provided to the Government. The following types of support are required:


On-Site Preventive Maintenance and Inspection. The quarterly PM shall include all systems and components of the de-paint robot system, HMI, PMB reclaim system, dust collection system, air compressors, air dryers, and other system components as necessary to ensure the successful and reliable operation of the system.


Human Machine Interface (HMI) Support. The Contractor shall ensure that communication between the HMI and de-paint system is at peak performance. This includes HMI system upgrades as necessary, support for the PC-based operator stations, operational programming control between the HMI and de-paint system components, and troubleshooting and resolving HMI system problems.


Programming Support. The Contractor shall provide software programming support for the robotic equipment for de-paint operations on aircraft components as needed by the Government. The Contractor shall include training for Government operators on using the programs for newly programmed parts


On Call Technical Support. The Contractor shall provide on call technical support to the Government. Technical support shall be provided from 6:00 am to 6:00 pm (EST), Monday through Friday, excluding Federal holidays.


On-Site Response. If a problem cannot be resolved remotely, the Contractor shall dispatch service personnel to respond on-site to resolve the problem.


Training. The Contractor shall provide formal training consisting of printed training materials and classroom presentations to Government personnel on de-paint system operations and maintenance.
