THIS IS A SOURCES SOUGHT NOTICE REPRESENTING A MARKET SURVEY AND IS NOT A REQUEST FOR PROPOSALS, PROPASAL ABSTRACT, QUOTATIONS FOR INVITATION FOR BIDS
The Department of Veteran Affairs, NCA 8 NF/SG is seeking responsible source to provide commodities as outlined in the Statement of Work. This is market research for informational and planning purposes only. This is not a solicitation and does not obligate the government to issue a solicitation. Please be advised that the Government will no pay of any information submitted under this announcement. Your response should identify the following:

Statement of Work
Auditorium Stage Drapery, Gainesville FL
SUMMARY OF WORK AND REQUIREMENTS:
Introduction
The Government requires Auditorium Stage Drapery supplied with pre-measurement, fabrication, rigging or hardware changes or upgrades, delivery and installation, to include any and all services, for its intended performance in support of the Malcom Randal VA Medical Center, in Gainesville, FL. Site visit for field measurement and condition of stage curtain hardware is a requirement for fabrication. Measurements are not intended to be used as final estimate of width and length of final product, to be used as analysis only.
Description/Scope/Objective
The contractor shall provide new Auditorium Stage Draperies as requested for the Auditorium located in the Malcom Randal VA Medical Center in Gainesville, FL. Location is the basement of the old hospital. Location is 1601 SW Archer Rd, Gainesville, FL 32608. Replacement Auditorium Stage Drapery requested is Custom and requires field measurement for fabrication, analysis of specific hardware in place, reconditioning of rods and rigging so as to operate correctly. Reworking of current rigging may be required by Vendor at or prior to installation of multiple draperies. Auditorium Stage Drapery has been removed as a safety prevention measure. Measurements are given as estimates only, not to be used for fabrication.
Performance Requirements
Contractor shall supply, install, service, repair any and all Auditorium Stage Drapery for entire area mentioned in this SOW in support of the Government for proper performance of Auditorium Stage Drapery. The contractor shall be responsible to submit a detailed area room specific configuration plan of the drapery layout for this area to include all pre-measurement, fabrication, rigging or hardware changes, delivery and installation for entire project. Performance areas include the basement level, Auditorium Stage Drapery located in the Malcom Randal VA Medical Center located at 1601 SW Archer Rd, Gainesville, FL 32608.
Scope
Provide reliable function and rigging for the Auditorium Stage Drapery in the basement of Malcom Randal VA Medical Center.
"    Drapery must be of good quality fabrication and workmanship in accordance with safety due to weight of drapery.
"    Reworking of current rigging and supports, or new hardware may be necessary as part of the new Custom Auditorium Stage Drapery request. All curtains shall be moveable from side to side, and front to rear as would be suitable for use as a performance area.
"    All sections of Auditorium Stage Drapery will be replaced. Front drapery, rear, side, and crosswise draperies.
"    All drapery Materials must be Fire Resistant/flame retardant to meet or exceed all local and FL life safety and fire codes.
"    Measurements are not intended to be final fabrication sizes. Field measurement of Replacement Auditorium Stage Drapery is essential for this Custom product prior to fabrication.
"    Prior to fabrication, analysis of specific hardware in place, reconditioning of rods and rigging, replacement of any hardware are required so as to operate all drapery correctly.
"    Front Draperies and Valance. 25 oz. Velour fabric; color- Navy blue, IFR (Inherently Flame Resistant)
"    Rear and Side Draperies are made of 15oz. Poly Chevron; color - Black, IFR (Inherently Flame Resistant). Masking fabrics and are used to hide or "mask" off-stage areas, rigging, hardware, and stage lighting equipment. Masking curtains include borders, legs or side curtains and mid-stage, up-stage, and rear travelers.

Performance Location and Hours

Government will provide detailed areas prior to performance. Primary place of performance is the Malcom Randal VA Medical Center, 1601 SW Archer Rd., Gainesville, FL 32608. Specific areas may be issued upon request.

Government normal duty hours are from 0800 - 1700, Monday through Friday, excluding Federal holidays. Some areas of installation however shall need to be done after normal business hours in order to complete project.

Deliverables

The contractor shall provide a working record of all Drapery and Rigging changes during installation daily and submit a report of work accomplished to the Government daily.
All Drapery and Rigging shall be fully installed and required within a 14 week time period which shall begin upon contract award.

Safety

In the performance of this contact, the Contractor shall take such safety precautions as the Contracting Officer or his/her designee may determine to be reasonably necessary to protect the lives and health of VA patients, visitors, staff and the general public. The Contracting Officer or his/her designee will notify the Contractor of any noncompliance with the foregoing provisions as well as the recommended corrective action. The Contractor shall, after receipt of such notice, immediately correct the conditions to which attention has been directed. Such notice, when served in person on the Contractor or his/her representative at the site of work, or telephonically to Contractor's designated representative, shall be deemed sufficient for the purpose of the previously mentioned. If the Contractor fails or refuses to comply promptly to satisfactorily correct the situation, the Contracting Officer may issue an order stopping all or any part of the work and hold the Contractor in material breach of this contract.

The verbal order shall be followed up by a written stop work order issued by the Contracting Officer as soon as feasible after the imminent situation has been corrected. VA will not incur additional costs if work is halted for good cause.



Contractor Personnel and Management

Contractor Personnel. The Contractor shall be responsible for employing technically qualified personnel to perform the work specified in this SOW. The Contractor shall maintain the personnel, organization and administrative control necessary to ensure that the work delivered meets the contract specifications and requirements.
Contractor Badges. Notwithstanding the requirement to wear a Government furnished badge, Contractor personnel shall also wear a laminated contractor identification badge at all times when performing services under this Contract, including when on Government directed travel. The badge will contain a personal picture, name of employee, and contractor's name. Badges shall be worn on the outer garment attached to outer garment attached to the outer shirt or jacket pocket by a button or clip or worn around the neck secured by an appropriate identification card lanyard, making identification visible at all time on VA premises.
All Contractor personnel attending meetings, answering Government telephones, and working in other situations where their Contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public or Congress that they are Government officials. They must also ensure that all documents or reports produced by Contractor personnel are suitably marked as Contractor products or that Contractor participation is appropriately disclosed.
Safety/Security Requirements. The Contractor shall comply with all applicable federal, state and local laws and ensure performance is secure while protecting material, equipment, and supplies from damage and loss. Government security personnel shall have the express right to inspect for security violations at any time during the term of the contract.
All information generated in performance of this contract becomes property of the Government and must be surrendered upon request and/or completion of the contract. The Contractor must protect against the destruction and/or misplacement of all information produced under this contract, unless directed under local policy to destroy. This includes both hard and soft copies of data.
The Contractor shall not release any information (including Photographs, files, public announcement, statements, denials, or confirmation) on any part of the subject matter of this contract or any phase of any program hereunder without the prior written approval of the COR.
Standards of Conduct
Conduct of Personnel. Contractor personnel shall conduct themselves in a professional manner (i.e. timeliness communication: spoken and written etc.) The Contracting Officer may require the Contractor to remove from the job site any employee working under this contract for reasons of suspected misconduct, a suspected security breach, or suspected to be under the influence of alcohol, drugs, or any other incapacitating agent. Contractor employees shall be subject to dismissal from the premises upon determination by the Contracting Officer that such action is necessary in the interest of the Government. The hospital director or designate representative has the authority to bar individuals from the Government facility. The removal from the job site or dismissal from the premises shall not relieve the Contractor of the requirement to provide sufficient personnel to perform the services as required by this SOW. The government shall not reimburse the Contractor for travel and other expenses associated with the removal of personnel.
Contractor personnel are not authorized to carry or possess personal weapons to include, but not limited to, firearms and knives with a blade length in excess of three inches, while assigned under this contract. Possession of weapons or contraband is prohibited and shall be subject to arrest and termination from future performance under this contract. Enclosed containers, including tool kits, shall be subject to search. Violations of VA regulations may result in citation answerable in the United States (Federal) District Court, not a local district, state or municipal court.
Working Attire and Appearance, Contractor personnel shall present a professional appearance commensurate with standards delineated for Government civilian personnel acting in similar capacities.
The Government reserves the right to review Contractor personnel qualifications. Upon request, resumes shall be provided to the Contracting Officer prior to clearance approval, for review and acceptance by the COR. The intent is verification purpose and not for the Government to become the hiring authority.
Smoking is prohibited inside any buildings at the VA. Designated spaces are located outside of each facility.
