The U.S. Department of Agriculture Rural Development plans to issue a multiple award solicitation for auctioneer services to sell USDA Rural Development single family homes in the State of West Virginia. The solicitation will be released on or about April 25, 2018. Offers will be due on or about May 29, 2018.
Auctions must be conducted in accordance with applicable federal, state and local law. Contractors shall be licensed in the State of West Virginia to perform real estate auctions and maintain professional insurance coverage to include coverage for director's and officer's errors and omissions and fidelity insurance for all individuals who will have access to funds used in the actions required under this contract.
This is a total small business set-aside. The NAICS code is 531210. The small business size standard is $7.5M.
In order to do business with the Federal Government all vendors must be registered in the System for Award Management (SAM). A registration guide is attached. SAM is a Federal Government owned and operated website. REGISTRATION IN SAM IS FREE. The SAM website is: www.sam.gov. Always look for the ".gov" after "SAM" in the URL address. Private, for-profit businesses will not have the ".gov" suffix. Even if a site looks a lot like a federal government website, don't be fooled. Without the ".gov" ending, it isn't and they may attempt to charge you to assist you with your registration. If you need help with your registration, please contact the West Virginia Procurement Technical Assistance Center (PTAC). The Procurement Technical Assistance Program was authorized by Congress in 1985 in an effort to expand the number of small businesses capable of participating in Government contracts. The U.S. Department of Agriculture, Rural Development (RD) intends to award multiple Blanket Purchase Agreements (BPA) for the completion of non-judicial single family housing auctioneer services throughout West Virginia. All services shall be conducted in accordance with applicable federal, state and local law. Performance requirements and standards can be found in Attachment 1, Statement of Work.
Please refer to FAR 52.212-1, Instruction to Offerors - Commercial Items, for instructions for preparation and submission of your offers.
The Government will evaluate the proposals in accordance with FAR 52.212-2, Evaluation - Commercial Items.
This acquisition is a Total Small Businesses Set-Aside. The North American Industry Classification System (NAICS) Code is 531210 with a small business size standard of $7.5M. This size represents the previous three years revenue as defined at this Small Business Administration page: http://www.sba.gov/content/table-small-business-size-standards. Your firm plus all affiliates must have total average revenue at or below this size. This NAICS code must be included in your SAM registration with a code of "Y", regardless of other codes you include in your registration.
Submit signed and dated offers by 2:00 p.m. Eastern Standard Time on Monday, June 14, 2018. Proposals may be submitted in hard copy or by email. Proposals submitted by fax will not be accepted. It is the offeror's responsibility to verify that the proposal is received on time.
