The State is seeking statements of qualifications to establish contracts with multiple environmental remediation services firms to provide assessment, investigation and remediation services at Superfund Cleanup Program sites in Texas, other duties as needed at various sites that are within the purview of the Superfund Cleanup Program of the TCEQ, and similar activities in other program areas at the discretion of the TCEQ. For the purpose of this Request for Proposals (RFP), these services will be described as Assessment, Investigation, and Remediation Services (AIRS). The Superfund Program’s objective is to permanently mitigate risks by meeting both Federal and State criteria for human health and environmental protection in a cost effective manner. The Superfund Cleanup Program is responsible for addressing longer-term risks to public health and safety and the environment. This is primarily done through conducting remedial investigations (RI), feasibility studies (FS), remedial design activities (RD), and finally remedial actions (RA). Removal actions may occur at any point in time if an immediate and substantial endangerment to public health and safety and the environment due to a release or threatened release of hazardous substances is identified in the course of the investigation and cleanup. Risks can be mitigated by removing contamination, treating contamination to reduce its toxicity, and/or controlling exposure of human or ecological receptors to the contaminated media.
