The Mission and Installation Contracting Command (MICC) Fort Drum, NY is issuing an Invitation for Bid
(IFB) for a Requirements contract for Asphalt located at Fort Drum, NY. The Government intends to award a
single contract for Asphalt located at Fort Drum, NY. The contract type will be a Requirements Contract with Fixed
Unit Prices (IAW FAR 16.503 Requirements Contracts) with Economic Price Adjustment (IAW FAR 16.203 Fixed Price Contracts with Economic Price Adjustment). This requirement is 100% set aside for Small Business Administration Certified 8(a) firms. The Contractor shall provide all supervision, plant, labor, material and equipment necessary to perform all work in connection with construction of new, and repair/replacement of existing, asphalt concrete pavement at Fort Drum, New York, in strict accordance with the Statement of Work, specifications and drawings, and subject to the terms and conditions of the contract. The anticipated contract will be one, 48-month ordering period from approximately 01 May 2019 through 30 April 2023.

The North American Industry Classification System (NAICS) for this procurement is 237310, Highway, Street, and
Bridge Construction, size standard $36.5 Million.


IAW FAR 36.204, the Government anticipates the magnitude of this Requirements Contract to be between
$5,000,000.00 and $10,000,000.00 for the 48-month ordering period.

The IFB as well as the amendments will be available at the FedBizzOpps website https://www.fbo.gov/. The IFB will specify the actual date and time for bid receipt.


As prescribed in FAR 52.204-7, interested parties must be registered and current in the System for Award Management (SAM) under the NAICS 237310, representations and certifications must also be on record. These registrations can be done through the System for Award Management (SAM) for free at https://www.sam.gov/portal/public/SAM/ . SAM registration must be complete prior to bidding.
