As-Needed Environmental Assessment Consultants
The Utility is accepting statements of qualifications (SOQs) for "as-needed" environmental
assessment consulting services. Examples of potential project assignments include: wetland
permitting and mitigation/restoration; environmental monitoring; wetland, lake, and estuary
investigations; land management services; and statistical and geographical analysis of
environmental data. Under a three-year contract, services will be assigned on a task order basis. A
total of eight (8) contracts will be recommended to the Board of Directors for approval. Each SOQ
(unless deemed incomplete or late) will receive two scores: one with an emphasis on estuarine
systems experience; and one with an emphasis on freshwater systems experience. One contract will
be reserved for the firm scoring highest in estuarine systems experience and qualifications. Seven
firms will be selected based on their scores in freshwater systems experience and qualifications. All
services shall be performed within Hillsborough, Pasco, and Pinellas Counties. Professional
liability insurance will be required.
An "As-Needed Environmental Assessment Consultant Selection Guide" (Guide) containing a
detailed list of required services, insurance requirements, and a sample contract may be obtained at
this Demandstar posting or by calling Tampa Bay Water's Records Department at (727) 796-2355.
Six copies of SOQs from interested firms (including required items as listed in the Guide) must be
delivered on or before 3:00 p.m., January 20, 2011, addressed to Mr. Terrence Thomas, P.G., Tampa
Bay Water, 2575 Enterprise Road, Clearwater, Florida 33763. Submittals that do not include all of
the required information shall be considered incomplete and will be rejected.
