1. Purpose
THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. The 673d Contracting Squadron, Joint Base Elmendorf-Richardson, Alaska intends to award a firm-fixed price, single source sole-source procurement action to University of Alaska University System for an Arctic-based symposium, under the authority of FAR Part 13.106-1(b)(1)(i).

This Sources Sought Synopsis (SSS) is pursuant to FAR PART 10 in support of Market Research being conducted by the United States Air Force to identify potential sources to perform arctic symposium support services and determine if this effort can be competitive. This is not a Request for Proposal (or solicitation) or an indication that a contractual commitment will exist for this requirement. The government does not intend to award a contract on the basis of this market research. No funds are available to fund the information solicited. The Government will use this information to determine the best future acquisition strategy for this procurement.


2. Program Information
The government has a need to develop an Arctic-based symposium. The broad goal of this Arctic symposium will be to develop approaches to adapt to the growing challenges of safety, security, and defense operations within the Arctic.


3. Capabilities Description
The Contractor shall provide all management, personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, other items and non-personal services necessary to perform symposium support services as defined in this notice. The symposium support services, include researchers/facilitators as well as administrative functions required to host an Arctic-focused symposium. Contractor must also be able to develop topics, provide briefings and facilitate/moderate small group discussions by using subject matter experts (SMEs) with the aim of increasing knowledge and enhancing interagency, international, and academic partnerships in order to best synchronize terminology, objectives, and operations and to most efficiently leverage our combined Arctic capabilities to meet anticipated contingencies.


4. Required Information
a) The proposed North American Industry Classification Systems (NAICS) Code is 611430, which has a corresponding Size Standard of $11M. The Government is interested in all businesses to include, Large Business, Small Business, Small Disadvantaged Businesses 8(a)s, Service-Disabled Veteran-Owned Small Businesses, Hubzone Businesses, and Women-Owned Small Businesses, as well as SB Teams. The government requests that interested parties who are capable of meeting this requirement respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime, and the work accomplished by the teaming partners.
