Opportunity to Meet One-on-One with Army Leadership


The Principal Military Deputy to the Assistant Secretary of the Army (Acquisition, Logistics and Technology), the Deputy Director, Army Capabilities Integration Center, and the HQDA G-8 Director of Force Development plans to meet with industry leaders to solicit feedback on the draft RFP. The AMPV program office is currently taking reservations for this limited event, which is scheduled for the afternoon of 23 April 2013 following the AMPV Industry Day.

The Armored Multi-Purpose Vehicle (AMPV) is the proposed United States Army program for replacement of the M113 Family of Vehicles (FOV) to mitigate current and future capability gaps in force protection, mobility, reliability, and interoperability by mission role variant within the Heavy Brigade Combat Team (HBCT). The AMPV will have multiple variants tailored to specific mission roles within HBCT. Mission roles are as follows: General Purpose, Medical Evacuation, Medical Treatment, Mortar Carrier, and Mission Command. AMPV is a vehicle integration program. Existing Mission Equipment Packages (MEPs) will be transferred into the AMPV platforms where applicable.

The AMPV program is releasing multiple sections of the DRAFT RFP for industry review and comment. These Sections of the DRAFT RFP are DRAFT ONLY, Pre-decisional, and are anticipated to be changed before the final RFP is released. In addition to the DRAFT sections of the RFP, the Government is also releasing a summary of its anticipated Acquisition Approach for Industry to provide comments. Refer to the above AMPV website for detailed instructions.

The documents being released include both CLASSIFIED and UNCLASSIFIED documents and included various distribution statements. Anything posted with a distribution statement other that Distribution Statement A shall follow the below instructions. More detailed instructions are provided on the AMPV webpage at the link provided above.


a) CLASSIFIED Information:


The AMPV Performance Specification (P-Spec) Classified Annex will only be sent to parties who have a "need to know" the requirements contained in the Annex and have a facility clearance of SECRET. Possible parties with a need to know include a) potential offerors for the AMPV system, or b) potential subcontractors to AMPV system offerors that currently research and/or manufacture materials; or currently design or conduct design analysis, fabrication, and/or testing of solutions to the Annex requirements. Requests for the AMPV P-Spec Classified Annex must explicitly show a "need to know" either on the basis of the parties' program participation, as outlined above, or some other basis. "Need to Know" requests should contain requester's statement of capabilities that covers technology, integration, and production considerations. Requests must "stand-alone" so that the "need to know" is fully documented in the request without reference to outside sources of information.


Requests for AMPV P-Spec Classified Annex must be submitted to usarmy.detroit.acc.mbx.ampv-program@mail.mil. Each request must include the information below. The Government reserves the right to request additional information as required.


1. Company Data and Contact information
2. Company Name and Address
3. CAGE code for that name and address
4. POC/Facility Security Officer with telephone number(s), datafax number, and e-mail address
5. Classified Mailing Address including Classified recipients name
6. Format Request (Hardcopy or Disc)
7. Basis of "need to know"


b) FOUO/Export Controlled Information:


Access to export controlled documents requires all companies to be certified under the United States/Canada Joint Certification program (JCP) (https://www.dlis.dla.mil/jcp/). Access is only provided only to the Data Custodian of qualified U.S. contractors who have been certified by DLA's JCP. Requests for FOUO/Export Controlled information must first be requested through the Federal Business Opportunities (FBO) website. To be eligible to gain access to this export controlled document (via FedBizOpps) you must have a current DD 2345 , "Militarily Critical Technical Data Agreement" certification. on file with the Defense Logistics Information Service (DLIS). Instructions on processing the DD 2345, including a checklist, is provided at http://www.dlis.dla.mil/jcp/.
