The Bureau of the Fiscal Service Division of Procurement Services, on behalf of the Armed Forces Retirement Home, is issuing solicitation 20342319Q00002 for the North Main Relocation. This solicitation is anticipated to result in a Fixed-Price Contract. This solicitation is set-aside 100 percent Small Business.

Interested Contractors shall attend a site visit at the AFRH-W, 3700 North Capitol Street, Northwest, Washington, DC 20011-8400 to gain a better understanding of the work to be required. GPS Users: Enter "140 Rock Creek Church Road NW, Washington, D.C. 20011" to map the approximate location of Eagle Gate entrance. No questions shall be asked or addressed at the site visit. All questions shall be submitted in writing by the time designated below. The site visit is scheduled for Wednesday, July 10 at 10:00 am EST. Contractors shall contact the COR, Mr. James Cavanagh upon arrival at (202) 207-7046. Offerors shall provide a current form of identification (i.e. Driver's License) at the guard station in order to gain access to the campus.


Questions regarding this solicitation shall be submitted in writing by 2:00 p.m. EST, July 16, 2019 to purchasing@fiscal.treasury.gov with the subject line "20342319Q00002 Questions SRB/PW".


Proposals shall be submitted electronically to Fiscal Service to purchasing@fiscal.treasury.gov on or before 2:00 p.m. EST, Monday, July 29, 2019 with the subject line "20342319Q00002 Proposal SRB/PW ".


Proposals shall include the following information to be considered complete: Offerors shall submit an electronic copy of Volume I - Contract Documents and include signed Standard Form (SF) 1449 (page 1), Volume II - Technical Proposal, and Volume III Price Proposal, as separate attachments, by the due date. Offerors shall also provide 3 past performance references (Government or Commercial) where they have provided a similar service by the due date.


The Government does not allow 3rd party messaging systems/secure mail.


Microsoft Office non-macro enabled compatible documents and .PDF documents are acceptable. If the Offeror determines that other formats are necessary, it is the Offeror's responsibility to verify with Fiscal Service that those formats are acceptable. Proposal materials with unacceptable or unreadable formats may be found non-responsive.
