This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included with notice. This is a Request for Proposal (RFP) Acquisition and is a Total Small Business Set-Aside. The North American Industry Classification Code (NAICS) is 531320, Offices of Real Estate Appraisers, the small business size standard is $7.5 million average annual income.

BACKGROUND: The United States of America acting through the USDA, Natural Resource Conservation Service (NRCS), is considering purchasing conservation easements to assist the landowners in restoring, protecting and enhancing wetlands throughout Iowa. This land may be placed under a conservation easement through the Agricultural Conservation Easement Program Wetland Reserve Easement Component(ACEP-WRE).


SCOPE OF WORK: All area-wide market analysis (AWMAs) completed for ACEP-WRE must comply with the attached Statement of Work and instructions provided by NRCS. Market areas are determined by the NRCS State Office and are also attached. The purpose of the AWMA is to provide the fair market value of the land for the land use types typically enrolled in ACEPWRE in the market areas identified by NRCS. The anticipated award will be for a BASE PERIOD (FY18 Survey) and FOUR OPTION PERIODS (FY19 - FY22).


QUALIFICATIONS: The Contractor MUST be a State-Certified general real property appraiser or obtain a temporary practice permit equal to State-Certified general real property appraiser in compliance with title XI of the Financial Institution's Reform, Recovery and Enforcement Act of 1989 (FIRREA) in the State where the AWMA is conducted.
The Contractor must be in good standing with the licensing authority where the credential was issued, and not the recipient of disciplinary action within the past five (5) years from the licensing authority.
The Contractor must have demonstrated competency in compliance with USPAP in conducting AWMAs of rural and agricultural property of the requested type. Refer to the Statement of Work for full details.


AWARD: The Government will award a firm-fixed price contract with a base and four option years resulting from this solicitation to the responsible Offerors whose offer conforming to the solicitation is determined most advantageous to the Government, price and other factors considered. The anticipated award date is by March 15th, 2017.


TIMEFRAMES/DATE: The awardee will have the initial base survey draft NLT 1 June 2017 with a Final Report NLT 1 July 2017. The Government has 30 days from date of delivery to approve and accept the market analysis report.
