COMBINED SYNOPSIS/SOLICITATION NOTICE:
This is a combined synopsis/solicitation notice for commercial product/services prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation is attached. Solicitation RFQ FA9401-18-Q-0004 incorporates provisions and clauses effective through Federal Acquisition Circular (FAC) 2005-96, dated 06 Nov 2017. This requirement is set-aside 100% for Small Business. North American Industry Classification System Code (NAICS) is 333999 - all other general purpose machinery manufacturing, with a size standard of 500 employees. All qualified small businesses under this industry are encouraged to submit quotes.

DESCRIPTION OF REQUIREMENT:
The AreaRAE Rapid Deployment Kit (RDK) will assess and respond quickly to the release of toxic and radioactive substances. The AreaRAE RDK includes four versatile GPS-enabled AreaRAE monitors, a RAELink3 wireless router built in, and all the necessary accessories for field operation. This requirement is recognized by the KAFB Risk Management plan non-core services, as one of the best products to accomplish the hazmat offensive/defensive mission.

SPECIAL INSTRUCTIONS:
Offerors shall be required to return the attached Standard Form 1449 Solicitation FA9401-18-Q-0004, signed and filled in appropriately as their offer along with any additional information required to be submitted by FAR 52.212-1 Instructions to Offerors Addenda and any additional fill-in provisions.


**NOTE** responses to the above solicitation shall be submitted electronically if the capability is there to do so. If not, please contact the personnel below under the Contracting Office Contact Information for additional instructions.


FAR 52.212-2 Evaluation Commercial Items, Technical Acceptability, technical evaluation team will evaluate by assigning a rating of "acceptable" or "unacceptable". The Government will evaluate a minimum of three (3) lowest priced offers/proposal for technical acceptability in accordance with the solicitation. If none of the lowest three (3) are technically acceptable, the Government will evaluate the next three (3) lowest priced offers/proposal until one offer/proposal is technically acceptable, or until all offers/proposal have been evaluated. Only those offers/proposal considered technically acceptable will receive further consideration for award. Once an offer/proposal is deemed acceptable, all technical offers/proposal are considered equal.

A.    Must meet brand name or equal to Honeywell AreaRAE Rapid Deployment Kit, to meet minimum specifications of Product Number: W01R-111101-056079-0011 Description: RAE Systems RDK Kit Containing 4 each if the following; AreaRAE Pro,US, ProRAE Guardian Tier 3 Software Licenses, Wireless Data Transmission, Mesh 900MHZ,Wi-Fi, Wind, LEL, CO, H2S, O2, 10.6eV PID (10ppb resolution) and Gamma sensors, as stated in the Specifications at the end of the solication document.

C.     10ppm Isobutylene/Air, 105L (Equivalent to RAE Systems PN 600-0002-000) 105ES-248-10 1EA


D.     BAK Atlas for operation of and viewing of PRG Atlas 1EA


E.     On Site In-Service Training Covering the Basic Proper Usage and Maintenance of all items detailed in this proposal. In addition this provides for a follow up onsite training event to reinforce the items covered in the initial training, this a follow up Q & A as well as a drill with the equipment. In addition Rep. will stop by when we are in the area to provide additional onsite follow up* RDK/PRG- Inserv 1EA


All contractors must be registered in the System for Award Management http://www.sam.gov database prior to any contract award.

LATE OFFERS:
Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in this solicitation by the time specified in the solicitation. Quotations/offers or modification of quotes/offers received at the address specified for the receipt of offers after the exact time specified for receipt of offers WILL NOT be considered (ref. FAR 52.212-1(f)).
