INTRODUCTION
The National Renewable Energy Laboratory (NREL) is the U.S. Department of Energy's primary national laboratory for renewable energy and energy efficiency research and development. NREL develops renewable energy and energy efficiency technologies and practices, advances related science and engineering, and transfers knowledge and innovations to address the nation's energy and environment goals.

The Alliance for Sustainable Energy, LLC (hereinafter called "Alliance") has entered into Contract with the Department of Energy (hereinafter called "DOE"), an agency of the U.S. Government (hereinafter called "Government"), for the management and operation of the National Renewable Energy Laboratory (hereinafter called "NREL"). All references to "NREL" in this notice shall mean the Alliance for Sustainable Energy, LLC.
Synopsis

REQUEST FOR QUALIFICATIONS (RFQ)
NREL  is requesting qualifications from Architectural and Engineering Firms. Qualifying firms and/or teams shall provide Qualification Statements for individuals and/or subcontractors that can provide A/E services in one or more of the following disciplines:


1. Architectural Services;
2. Civil Engineering;
3. Structural Engineering;
4. Mechanical Engineering;
5. Electrical Engineering.

Qualifications Statements must provide evidence that NREL's need for services will be provided by key personnel licensed/registered in the State of Colorado. 

NREL intends to award one (1) Task Ordering Agreement (TOA), to five (5) firms. Work effort will be evaluated by NREL for risk and awarded to the TOA holders using the process most appropriate for the risk level of the work. Work considered low risk (i.e. sketches, independent calculations, testing, inspections, observations, code reviews, forensic analysis, cost estimates, professional opinions, etc.) will be awarded using a simplified task order process. Work considered high risk (i.e. title I and II designs and construction administration services) will most often be awarded using a competitive (among the TOA holders) task order award process.


Each of the five (5) awarded TOAs is expected to extend one (1) twelve (12) month basic period with four (4) additional twelve (12) month option periods.


A Task Ordering Agreement is similar to a BPA (Basic Purchase Agreement) or IDIQ (Indefinite Delivery/Indefinite Quantity) Contract.

Historically, NREL has annually awarded approximately $90,000.00 to $320,000.00 in total task orders under similar A/E oriented TOAs. No minimum level of funding is guaranteed at TOA award, as work and funding are committed at task order award.

All required projects are located in the State of Colorado:
Golden, Colorado
Boulder, Colorado
Denver, Colorado
Lakewood, Colorado

Firms are required to demonstrate that their location is within 100 miles of the NREL location in Golden, Colorado.
