The City of Scotts Valley Redevelopment Agency (RDA) is beginning the design phase of a library project in the Scotts Valley Town Center Specific Plan (TCSP) area. The RDA intends that the library be constructed within the Town Center area on property owned by the City of Scotts Valley or the RDA; however, analyzing potential sites and recommending a particular location and building orientation are part of the services sought. The TCSP anticipated that the library would be constructed within the Town Center as part of a commercial development. However, the RDA has decided to move forward with library construction ahead of commercial construction. The RDA is considering the development of a mixed use structure that would include a 15,000 20,000-square-foot library in conjunction with a yet-to-be determined number of affordable housing units. A portion of the library square footage may be used initially for a commercial use, such as a coffee shop, providing the opportunity for future library expansion. The RDA is seeking proposals from architects with demonstrated experience in the design of urban libraries. Experience in the design of mixed use projects which include a housing component, especially affordable housing, is preferable.
