This is a pre-solicitation notice.

The Architect of the Capitol has a requirement to conserve and maintain sculptures, to include fine art and architectural fine art sculptures, of the Senate Office Buildings. This work may include emergency conservation projects for fine art and architectural elements that are deemed necessary by the Government. The objective of this procurement is to establish a single-award Indefinite Delivery Indefinite Quantity (IDIQ) for the conservation and maintenance of historic elements under the purview of the Senate Office Buildings in order to keep them in excellent condition. Individual task orders will be issued for on-site and off-site conservation and maintenance.

The Statement of Work (Section C) and Sections D - M are provided with this pre-solicitation notice. In accordance with Instructions for Preparing the Technical Proposal (Sections L) and Evaluation Factors for Award (Section M) of the RFP, the Offerors must be pre-qualified by the Office of the Senate Curator / Architect of the Capitol (AOC) before a complete proposal can be submitted. A solicitation will not be posted on FedBizOpps as only the prequalified vendors will be asked to submit a complete proposal.

A pre-qualification evaluation will be used to determine which Offerors are qualified to perform the required conservation and maintenance services. The pre-qualification evaluation will be evaluated on a "meet" or "does not meet" basis. Those Offerors who are evaluated as a "meet" for all of the pre-qualification factors will be notified via email and instructed to provide a complete proposal. If an Offeror receives a "Does Not Meet" for any of the pre-qualification factors, the Offeror will not be asked to provide a complete proposal. If an Offeror who is evaluated as "Does Not Meet" provides a complete proposal, the Government will not evaluate their proposal.

The Offeror shall submit its response to the pre-qualification requirements detailed in Section M of the RFP to the Contracting Officer at dfuqua@aoc.gov  no later than 11:00 A.M. ET on May 25, 2018.

IT IS THE SOLE RESPONSIBILITY OF THE OFFEROR TO MONITOR THE FBO WEBSITE FOR ALL CHANGES TO THE SOLICITATION OR FOR INFORMATION RELEASED BY THE AOC.
