1. General. This is a SOURCES SOUGHT and is for informational/market research purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2. The U.S. Army Corps of Engineers (USACE), Corps of Engineers Northwest Portland District (CENWP) has been tasked to solicit a contract for Plans and Specifications for Powerhouse Control Room Fire Protection and Egress. The proposed project will be a competitive, firm-fixed price (FFP) Architectural-Engineer Service contract. Responses to this Sources Sought announcement will be used by the Government to make appropriate acquisition decisions. NO SOLICITATION IS CURRENTLY AVAILABLE. The official Synopsis citing the solicitation number will be issued on Federal Business Opportunities, www.fbo.gov, at a later date.


The purpose of this Sources Sought is to gain knowledge of interest, capabilities, and qualifications of various members of the industry, to include the Small Business Community: Small Business, 8(a) firms, Historically Underutilized Business Zones (HUBZone), and Service-Disabled Veteran-Owned Small business (SDVOSB). Small Business, 8(a), HUBZone, and SDVOSBs are highly encouraged to respond.

2. Contract Information. CENWP is conducting market research for an anticipated contract and intends to award one FFP contract. The type of acquisition to be issued depends upon the responses to this Sources Sought and associated market research.


3. Project Description. The U.S. Army Corps of Engineers (USACE), Portland District (CENWP) has a requirement to upgrade the Fire Protection and Life Safety Systems at the John Day Hydroelectric Powerhouse. The Contractor shall provide all information necessary to provide technical aspects for a construction contract to upgrade the John Day Control Room Fire Protection System. The current stairwell control room egress path does not provide a safe fire rated exit path from the powerhouse. The control room and stairs are not pressurized with outside air and are not separated from the rest of the powerhouse. The Contractor shall review the previously prepared Life Safety Assessment and Design Documentation. The Contractor shall then provide all required information for upgrading the John Day powerhouse fire systems to meet the intent of the Life Safety Assessment. The Contractor shall ensure the design for the fan to pressure the control room and pressurize the egress path for the stairs provides for safe control room egress. The Contractor shall prepare a complete and detailed design package for the Fire Alarm Systems at the John Day Powerhouse. The design shall include the installation of a new control system using modern computer based control system technology and design standards that are of the most current manufacture and industry standard. The design shall include interfacing with existing elevator fire equipment.


The control room and stair pressurization system shall be fully designed, evaluated, and coordinated with the fire alarm system. The Contractor shall provide:


a. Meeting information.


b. VE Study.


c. Design Documentation.


(i) Fire system Design Basis.


(ii) Construction Cost Estimate.


(iii) Construction Schedule.


(iv) Engineering Considerations and Instructions.


d. Plans.


e. Specifications.


4. Information Submission Instructions. All capability statements sent in response to this Sources Sought notice must be submitted electronically (via email) subject title: W9127N-17-R-0048, John Day Control Room Fire Protection to Thomas Cohick, Contract Specialist, at thomas.j.cohick@usace.army.mil in either Microsoft Word or Adobe Portable Document Format by 12:00 pm Pacific Standard Time Thursday, March 09, 2017. All responses must be received by the specified due date and time to be considered.


A Firm's response to this Sources Sought shall include the following information:


a. Firm's name, address, point of contact, phone number, and e-mail address.


b. Firm's interest in responding to the Synopsis when it is issued.


c. Provide any general information on the Firm's experience/Capabilities as it pertains to the services outlined in this requirement.


d. Provide a minimum of two and up to five examples of similar services performed within the past three years with a brief description of each similar project, customer name, timeliness of performance, and customer satisfaction and the dollar value. Similar project is a fire protection and life safety system for a large, > 10,000 sq ft industrial facility, with enclosed stairwells and stairwell pressurization fans. Example projects should document work by fire protection, electrical, HVAC, and architectural professionals.


Please include the percent of work self-performed on each of the submitted projects.

The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or to provide feedback to respondents with respect to any information submitted. After a review of the responses a solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation.
