The Defense Threat Reduction Agency (DTRA) has a requirement for Architect and Engineering Services (A-E) Services to DTRA, Kirtland AFB, NM. Services will include architecture and engineering design, construction planning, construction management, and reporting associated with the construction of test beds and test structures. Design work to include General Facilities; Reinforced concrete structures; Concrete pads and foundations; Steel platforms and towers; Air blast and ground shock gage mounts and placement; Steel frame and concrete block structures; Gas and fluid pipe distribution system; Road and pavement design; Electrical systems and power; Mechanical systems (HVAC); Geotechnical investigations; analysis and reports; Design surveys; Tunnel design. Effort also will include initiation, development, production, and distribution of construction drawings; topographical and construction survey as well as structural
assessment surveys of target structures following tests; quality assurance inspection of all test bed general and experiment specific construction; and, evaluating construction material characteristics. Projects and work to be performed primarily at White Sands Missile Range (WSMR), NM, Kirtland Air Force Base, NM and Dugway Proving Grounds (DPG) UT. All design and engineering work will be performed at the A/E's office with the exception of project site visits, meetings, inspection services, and testing which will be conducted at one of the locations listed above. Solicitation will be procured using A-E selection procedures in accordance with FAR 36.6, Architect-Engineer Services and the Brooks Act (Public Law 92-582). The North American Industry Classification System (NAICS) code for this acquisition is 541330 for Engineering Services; Size Standard is $15 million.

Anticipated period of performance: One Indefinite Delivery/Indefinite Quantity contract will be awarded with a one (1) year base period and four (4) one (1) year options.
