This is a combined synopsis/solicitation for commercial services prepared in accordance with the format prescribed in Federal Acquisition Regulation Parts 12 and 13, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; proposals are being requested.


USDA Rural Development (RD) in Puerto Rico intends to award multiple Blanket Purchase Agreements (BPA's) to Small Businesses firms interested that are capable of providing high quality appraisals throughout the state owned or managed under various loan programs to determine market value of Single-Family Housing (SFH) residential properties are key to ensuring the Agency obtains adequate security for its loans. The Government is not obligated to place any orders nor is the vendor obligated to accept any orders. For each work assignment, the Government will request appraisal services by issuing a BPA call order to firms that have been awarded BPA's.


Individual call orders shall be submitted in accordance with the terms in the BPA. Government personnel authorized to place call orders under the BPA will be identified on the BPAs by name and telephone number. The contractor will be expected to furnish the service in accordance with the terms and conditions of the BPA, without the need for additional paperwork beyond the Statement of Work that accompanies the order. Timely delivery of complete and accurate appraisals is crucial to the success of RD programs. Call orders are to be completed within 10 business days of the call order date.


All proposals are due by 12:00 p.m. MT, on March 29, 2019. All questions/inquiries must be received by 1:00 p.m. MT, on March 20. 2019. Inquiries must be in writing, addressed to the Contracting Officer, Marisol Olivera at e-mail address marisol.olivera@usda.gov. Written inquires can also be faxed to Marisol Olivera at 855-543-9500. No telephone inquiries will be accepted. It is the contractor's responsibility to have the appropriate electronic media necessary to download the solicitation.


PERIOD OF PERFORMANCE:


The contract period is three-years from date of award, unless the total aggregate value comes close to $150,000.00 of all orders against it or until the Agreement is terminated by either party in written. The BPA may be extended for a period not to exceed 6-months after the original ending date.


STANDARDS AND REQUIREMENTS:


1) The appraiser(s) signing the appraisal must be currently licensed in the Commonwealth of Puerto Rico as a Certified General, Certified Residential, or Licensed Appraiser. The appraiser shall be identified as active on the Appraisal Subcommittee website (www.asc.gov) at time of award and maintain professional errors and omissions insurance coverage in accordance with local and state government requirements. The appraiser shall have the specialized knowledge and experience necessary to be competent to appraise single-family housing.


2) The appraisals must comply with the current edition of the Uniform Standards of Professional Practice (USPAP) and agency requirements as described in Handbook-1-3550 https://www.rd.usda.gov/files/hb-1-3550.pdf, Handbook-2-3550, Chapter 2, https://www.rd.usda.gov/files/3550-2chapter02.pdf, together with 7 CFR 3550 as
applicable to all additional appraisal requirements https://www.rd.usda.gov/files/3550appendix01.pdf, and Rural
Development Instruction 1922-A, https://www.rd.usda.gov/files/1922a.pdf.


3) Obtain a Data Universal Numbering System (DUNS) number, which is a unique nine-character identification number provided by the commercial company Dun & Bradstreet (D&B). The online process at www.dnb.com (d-un-s number link) is free of charge and should be completed the same day.


4) System for Acquisition Management (SAM) REGISTRATION: All vendors must maintain an active registration in SAM, at https://www.sam.gov, to be awarded government contracts. It is advised that you begin this process as soon as possible since it can take about a week to complete. To make the process as efficient as possible, please review the online User- and Quick Start guides. If you had an account in CCR/ORCA, you should verify that your account has been updated in SAM.


5) This is a Total Small Business Set Aside. The applicable NAICS code is 531320, with a business size standard of $7.5 M. Please include this code in your SAM registration. Your firm and all affiliates must have total average revenue at or below this size.


EVALUATION PROCEDURES:


1. Price - Offerors should submit a statement of prices for services.


2. Time to Delivery - Rural Development requires the timely delivery of all appraisals to close on new loans, closeout paid loans, and foreclose on delinquent loans. Offerors should submit a statement indicating their capability to meet or exceed a 10-day delivery timeline.


3. Technical Capabilities - Offerors should provide a short narrative describing their technical ability to provide qualified personnel to perform the work described and the ability to provide quality work simultaneously on multiple services and to comply with the performance and delivery schedules.


4. Past Performance - Offerors should include recent similar experience in performing the work described in the Statement of Work, demonstrating a commitment to customer satisfaction and timely delivery of quality services at fair and reasonable prices. This may include a list of up to 3 references and letters of recommendation with company seal or logo for evaluation purposes.


Offers will be evaluated based on technical capability, price, and past performance. Capability and past performance when combined are equal to price.


SUBMISSION OF OFFERS:


Interested Offerors wishing to enter into a BPA should reply via secure email to the Contracting Officer, listed below, no later than posted or amended due date. Please return the items listed in Section L "Instructions, Conditions, and Notices to Offerors or Respondents."


ACCEPTANCE OF OFFERS:


The Contracting Officer intends evaluate all offers and to return a signed BPA via email to accepted offerors within a week. Those not accepted during the solicitation period will be notified by email. Submissions will be retained for use in case of future need.
