SOURCES SOUGHT NOTICE

Anti-Freeze Recycling Services
Marine Corps Base (MCB), Camp Pendleton, CA


The Regional Contracting Office Marine Corps Installations - WEST (MCI-WEST), Camp Pendleton, CA is conducting market research to identify businesses interested in and capable of providing onsite pickup of used antifreeze and delivery of recycled/reconstituted antifreeze for tactical and non-tactical vehicles at multiple locations aboard Camp Pendleton where maintenance occurs. All antifreeze provided by the Contractor shall meet the standards of commercial item description (CID) A-A-52624A (Attachment 1). The process for recycling the antifreeze shall meet or exceed the American Society of Testing Materials (ASTM) Standard D 6210 detailing the "Standard Specification for Fully-Formulated Glycol Base Engine Coolant for Heavy-Duty Engines" (Attachment 2) as set forth in Base Order (BO) 5090.7 (Attachment 3).


The North American Industry Classification Standard (NAICS) Code for this project is 325998 - All Other Miscellaneous Chemical Product and Preparation Manufacturing, with a corresponding size standard of 500 employees.


The deadline for receipt of this capabilities statement package is 10 February 2015 at 9:00 am PST. Packages will be submitted electronically to Mr. Marty W. Hammonds, Contracting Specialist, at marion.hammonds@usmc.mil. All questions shall be submitted in writing to the above e-mail address.


Small businesses are encouraged to respond.


It is requested that interested businesses submit to the contracting office a capabilities statement, no more than 5 pages in length (single-spaced, 12-point font minimum) that clearly details the firm's ability to perform all aspects of this notice.


The capabilities statement must include the following:

1. List relevant experience (within the last three years) in performing efforts of similar size, scope and complexity to the requirements identified in this notice.


a. Identify the contract number, and whether performance was as a prime or subcontractor,
b. the contract value,
c. the Government/Agency point of contact and current telephone number;
d. a brief description of how the contract(s) identified relate(s) to the technical services described herein including the equipment used to perform the work


2. Company Profile to include certifications, number of employees, office location(s), DUNS number, CAGE code, and a statement regarding socio economic status (8a, small business, large business, etc.).


Contractors are reminded that THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL. The purpose of this Sources Sought Notice is to gain knowledge of potential qualified business sources capable of performing the described work. This request for information is for planning purposes only, and is issued in accordance with FAR 52.215-3. No solicitation document exists at this time. Issuance of this notice does not constitute any obligation on the part of the Government to procure these items or to issue a solicitation. In addition, the government is under no obligation to pay for information submitted in response to this RFI, and responses to this notice cannot be accepted as offers. Any information that the vendor considers proprietary shall be clearly marked as such.
