The U.S. Department of Health and Human Services (HHS), Office of Assistant Secretary for Preparedness and Response (ASPR) intends to competitively solicit for the acquisition of the manufacture and delivery of Food & Drug Administration (FDA) approved anthrax antitoxins for treatment of inhalational anthrax. The mission of the Strategic National Stockpile (SNS) is to deliver critical medical assets to the site of a national emergency. This procurement is for an FDA approved anthrax antitoxin for treatment of inhalational anthrax due to Bacillus Anthracis in combination with appropriate antibacterial drugs. SNS, within ASPR, has a specific requirement to maintain treatment courses of FDA-approved anthrax antitoxins to treat the complications associated with Bacillus Anthracis infection. Through this solicitation, the SNS intends to: 1) procure sufficient quantities of FDA approved anthrax antitoxin(s) to maintain the current stockpiled treatment courses and 2) provide a capability through which surge and replenishment can be established. The goals of this acquisition are to enhance the ability of SNS and HHS to obtain safe and efficacious products economically and efficiently, and to ensure sustained manufacturing capacity for these products. The Contractor shall provide all labor, materials, supplies, facilities, equipment, transportation, travel, testing, management, supervision, training, licenses, and permits necessary to provide the required items in accordance with the Statement of Work (SOW).325412
This procurement is being solicited as full and open competition under NAICS code 325412 which has a Size Standard of 1250 employees. The Government intends to make one or more indefinite delivery/ Indefinite Quantity (ID/IQ) awards from this solicitation. The awarded contracts will be for a base year of 12 months with four (4) one-year options to allow delivery of FDA-approved anthrax antitoxins for treatment of inhalational anthrax due to Bacillus Anthracis and replenishment of the initial procurement of the drug to the SNS as it expires in order to maintain an effective preparedness strategy. There will not be a site visit for this procurement.
In accordance with Federal Acquisition Regulation (FAR) 5.203, this synopsis serves as a pre-solicitation notice. This notice does not obligate the government to award a contract. The solicitation will be issued in electronic format only after the required FAR part 5.203 pre-solicitation notice time has elapsed and required internal approvals have been obtained. The scheduled proposal due date will be approximately thirty (30) days after the posting of the solicitation. The submission requirements and evaluation criteria will be contained in the solicitation.
The Contractor is required to register with the System for Award Management (SAM) at http://www.sam.gov. No contract award shall be made to any contractor that is not registered or in the process of registering with the System for Award Management.
It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any).
