The U.S. Army Contracting Command - New Jersey (ACC-NJ), on behalf of the Combat Capabilities Development Command - Armaments Center (CCDC - AC), is contemplating the award of a sole source firm fixed price Call Order to be placed with Siemens Product Lifecycle Management Software Inc., 5800 Granite PKWY, STE 600, Plano, TX 75024-6612 for the purchase of software license renewals and maintenance for Siemens Virtual Lab/Simcenter 3D software. Only Siemens Product Lifecycle Management Software Inc. has the specific capability to provide software license renewals and maintenance for the Virtual Lab/Simcenter 3D software. Currently, no other existing software is technically acceptable.

A corresponding sole source justification in accordance with authority FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization has been approved and is attached to this notice.


A Letter of Contemplation for the aforementioned software license renewals and maintenance was sent to Siemens Product Lifecycle Management Software Inc. on 19 August 2019 and a quote is due by 2 September 2019.


This notice of intent is not a request for quotes. The Government will not pay for any information provided under this notice. All inquiries to this notice shall be in writing.
