Annual Alarm Inspection for Fort Larned National Historic Site
This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in FAR Part 12, Subpart 12.6, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
The solicitation document, with incorporated provisions and clauses, are those in effect through Federal Acquisition Circular (FAC) #FAC 2005-95, effective January 19, 2017. This procurement is a total small business set-aside IAW FAR 19.203(b) and FAR 19.501(c). The North American Industry Classification System (NAICS) Code 561621 Security Systems Services (except Locksmiths) applies, and the small business size standard is $20.5M. The resultant contract will be a firm-fixed price Purchase Order with one contract line item (per year). U.S. Department of Labor Wage Rates, Wage Determination No 2015-5345 Rev 01, Dated: 1/25/2017 applies.
Site Visit: One pre-offer site visit will be conducted at Fort Larned National Historic Site - 1767 KS Hwy. 156, Larned, KS 67550 on February 22 2017 at 10:00 AM Central Time for the purpose of examining the site and verifying conditions. Offerors are highly encouraged to attend this scheduled site visit. You must notify the Contract Specialist prior who will be attending via email to james_bissaillon@nps.gov. Offerors shall submit all questions to james_bissaillon@nps.gov no later than February 24, 2017, 5:00 PM Central Time. Information provided at this conference shall not qualify the terms and conditions of the solicitation and specifications. Terms of the solicitation and specifications remain unchanged unless the solicitation is amended in writing. If an amendment is issued, normal procedures relating to the acknowledgment and receipt of solicitation amendments shall apply. A record of the visit shall be made and any questions/answers will be furnished to all prospective offerors via an amendment posted to www.fbo.gov.
To be considered, offerors must possess and maintain a valid Dun & Bradstreet number and have an active registration in the System for Award Management (www.sam.gov) at the time of contract award. Lack of an active registration in SAM will make an offeror ineligible for contract award. For more information on SAM Registration, please visit the Small Business Administration's website and sam.gov. Responses are due to National Park Service, Midwest Regional Office Major Acquisition Buying Office on or before 5:00 PM Central Time, on February 28, 2017. Late offers may not be considered. Offers shall be sent via email to james_bissaillon@nps.gov on or before the specified due date/time. See 52.212-1 for Instructions to Offerors.
The National Park Service, Midwest Regional Office Major Acquisition Buying Office (MWRO MABO), 601 Riverfront Drive Omaha, NE 68102, seeks a qualified firm to provide fire alarm system inspection services for Fort Larned National Historic Site, Larned, KS.
