The City of Ann Arbor, Michigan, is seeking proposals from qualified consultants to prepare a master plan for the drinking water distribution system. Such a plan is intended to look at current and future demands on the system. It must also evaluate the appropriate level of water quality and water quantity to ensure a sustainable water distribution system that is protective of the public health while meeting an acceptable level of service. Public engagement must occur to determine the desired level of service. This project has two major components: a primary component and a level of service component. While it is desired that one consultant will be chosen to complete both components, it is possible that more than one consultant will be selected based on their area of expertise. It is also possible that some items in the level of service component will ultimately not be included in the final scope of work. However, proposals should include both components.
A pre-proposal meeting will be held on July 9, 2007 at 11:00 am in the fourth floor conference room of City Hall, 100 North Fifth Avenue, Ann Arbor. The purpose of this meeting is to discuss the project with prospective proposers and to answer any questions concerning RFP#677. Any questions and answers furnished will not be official until verified in writing by the Procurement Unit. Answers that change or substantially clarify the proposal will be affirmed in writing. Copies will be provided to all in attendance. It is mandatory that each interested party attend this meeting. Proposals from firms that do not attend this meeting will not be considered. After the pre-proposal meeting, each consultant that will prepare a proposal for the work described in this RFP will be allowed to sign up for a 60 minute meeting with City Staff to answer any questions that may arise during preparation of proposals. This will be the only time available for City Staff to answer Consultant questions other than the pre-proposal meeting prior to proposals being due.
