Animal Control Spaying and Neutering Campaign
The Saint Louis County Department of Health (DOH) requests proposals from qualified individuals and
firms to provide professional services to the department to develop a marketing and communications plan
to encourage pet owners to spay and neuter their animals.
The successful applicant will develop and produce a comprehensive plan that will build public and
professional support for a program to provide access to reduced-cost spay and neutering services and
develop positive media coverage about the need for controlling the pet population.
