The Naval Air Systems Command intends to award a Firm Fixed Price BOA order under Basic Ordering Agreement N00019-17-G-0013 on a sole source basis with BAE Systems, Information and Electronics, Nashua, New Hampshire. This requirement is for BAE to support the review and analysis of the planned electronic Consolidated Automatic Support Systems (eCASS) implementation of Combined Interrogator Transponder (CIT) -30 and -40 configuration test capability. The contractor shall assist USN personnel in ensuring that the in-development Test Program Set (TPS) and procedures, for testing the -30 and -40 CITs on the eCASS, provide the fleet with adequate test coverage and problem detection for the equipment.
This action is being awarded on a sole source basis to BAE in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304 (c)(1), as implemented by FAR Part 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements"  BAE is the only company with the unique knowledge, experience, special skills, facilities, manufacturing techniques, and technical data required to support the above mentioned tasks.
