The City of Palos Verdes Estates is seeking proposals from qualified firms to undertake an analysis of service delivery options for the provision of Building, Planning and Public Works Administration functions, including cost and effectiveness of contract vs. in-house personnel.
The analysis of the current mode of delivery of building/planning/engineering services should address the following:
Develop baseline comparison. The analysis should provide a comparison of what it would cost if these services were provided entirely in-house by City employees.
Job duties and salary ranges for an in-house personnel configuration.
Recommendations, including rationale, for the ideal configuration of services: all private contract; 100% in-house personnel, or combination of the two.
Content of contract if recommendation entails the retention of some or all contract services.
