NASA/NSSC has a requirement for the Study of Space Plasma Physics Processes in the Earth's Ionosphere and Magnetosphere

Background

• This project is based on the previous studies that have been performed by GSFC and Prime Circuits Inc.

• We will continue to study of plasma physics processes in the Earth's ionosphere and magnetosphere and develop the Superthermal Electron Transport code STET in order to expand it to study time variation of superthermal electrons in the presence of the
potential drops between the ionosphere and magnetosphere.

• All above are continuation of these studies that were performed in a past and have published in the pier reviewed journals.

Scope


Together with contractor we shell apply of Superthermal Electron Transport (STET) Code for Studies of NSS formation of electron precipitation and other plasma physics processes in the Earth's ionosphere and magnetosphere; including the analysis of interchange instability.


Requirements


Specifically contractor will be focusing on
1. Analysis of interchange instabilities in MHD and two fluid mode limits.
2. NSS formation of precipitated fluxes.
3. Study the structure of the potential jumps over the sunlit polar cap.
4. Continue analysis and visualization of STET code results.
5. The formation of electron thermal fluxes at the upper ionosphere boundary


Deliverables or Delivery Schedule


• Each three months contractor will be providing invoice related with work performance and illustrative materials in a form of tables and plots.
• Final report with all illustrative materials, calculations, and prepared for submission papers will be required by the end of this project.


NASA/NSSC intends to issue a sole source contract to Prime Circuits Inc. 10714 Morning Field Dr. Potomac, Maryland 20854-6387 under the authority of FAR 13.106-1(b)(1)(i). This work is very unique and based on the expertise scientists who is working for Prime Circuits Inc, and who was previously involved in our studies.
NASA/NSSC will be the procuring center for this effort. Performance will be located NASA/Goddard Space Flight Center
The Government intends to acquire commercial items and services using the provisions, clauses and procedures prescribed in FAR Part 12 and FAR Part 13.


The NAICS Code for this procurement is 541330. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00 p.m. Eastern Standard Time on July 25, 2019. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
