The National Institute of Standards and Technology (NIST), Management Resources, Office of Acquisition and Agreements Management (OAAM), Acquisition Management Division (AMD), Team E - Boulder, CO is seeking feedback to this Sources Sought and Request for Comments to the Statement of Work (SOW) for Analysis of Equity Disparity and Resolution to Known Equity Disparity Regarding STEM Career Advancement.


1. THE PURPOSE OF THIS SOURCES SOUGHT IS TO CONDUCT MARKET RESEARCH. THIS IS NOT A REQUEST FOR QUOTATIONS, PROPOSALS OR BIDS.



2. This notice is a request for information to provide data for market research and requirements planning purposes only. This notice does not constitute an Invitation for Bids, a Request for Proposals, a Request for Quotes, or an indication the Government will contract for the services contained in this Sources Sought. No solicitation for this project is currently available. This Sources Sought and Request for Comments does commit the Government to solicit a request for quotations and award a contract. The Government is not obligated to and will not pay for any information or comments received from potential sources as a result of this Sources Sought and Request for Comments announcement. does not intend to pay for any information submitted as a result of this notice. The Government will not reimburse respondents for any cost associated with this source sought or reimburse expenses incurred to interested parties for preparing a response as a result of this posting.


3. The Request for Comments portion of this Sources Sought provides contractors the opportunity to make comments, including recommendations, regarding the draft SOW. Comments will be considered in the development and finalization of the SOW. Respondents will not be notified of the Sources Sought evaluation results. This is not a Request for Information. The Government will not response to questions resulting from this Sources Sought and Request for Comments.

The U.S. Department of Commerce, National Institute of Standards and Technology (NIST), is soliciting for capability statements from all interested parties to perform an Analysis of Equity Disparity and Resolution to Known Equity Disparity Regarding Science, Technology, Engineering and Math (STEM) Career Advancement at the National Institute of Standards and Technology (NIST).


The North American Industry Classification System (NAICS) code for the proposed acquisition is 541612 - Human Resources Consulting Services. The Small Business size standard is $15 million. A request for quotation is tentatively planned for announcement and award of a Firm-Fixed-Price in the 1st quarter of fiscal year 2019.


The purpose of this synopsis is to gain market research information regarding the interest, capabilities and, socio-economic classification (if any) of the potential pool of responsible companies/organizations, and obtain requests for comments on the draft statement of work (SOW).

SUBMITTAL INSTRUCTIONS:


1. Statement of Interest and Capabilities. Please provide the following information in no more than 12 single sided pages total:

a. Company / Organization Name.
b. Point of Contact Position and Name.
c. Point of Contact email and phone number.
d. Company / Organization DUNS number.
e. Is your company registered and active in the System for Acquisition Management (SAM) at https://www.sam.gov/portal/public/SAM? Note: Your company MUST be registered and current in SAM to be eligible for an award. Is your company part of a socio-economic program for NAICS Code 541612 - Human Resources Consulting Services? If so, identify the specific program which your company is qualified. For example: qualifications may include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), and / or Service-Disabled Veteran-Owned Small Business (SDVOSB) or other program.
f. Can your company provide the services per the Draft SOW as a PRIME contractor?
g. Can your company provide the services on GSA or another government-wide acquisition contract vehicle?
h. Provide a Statement of Capabilities which demonstrates your company's / organization's ability to perform the requirements of the draft SOW. This statement may include previous experience performing similar projects.
i. Would your company sub-contact work in the performance of the SOW. If so, what percentage of work would your company perform as a Prime Contractor?
j. Other. Provide any other information about your company / organization that may demonstrate capability and / or interest in performing the SOW.

2. Comments on the Draft SOW. Please provide any comments regarding the Draft SOW on the Draft SOW Comment Sheet provided as an attachment to this Sources Sought announcement.
