Description

 


This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, "Streamlined Procedures for Evaluation and Solicitation for Commercial Items," as supplemented with additional information included in this notice.


 


The proposed contract action is for supplies which the Government intends to solicit and negotiate a Firm Fixed Price contract with only one source, Sparton Aydin, LLC, Cage Code 70MF8 under the authority of FAR 13.106.


 


This announcement is not a request for quotes or proposals but all responsible sources may submit a proposal or quotation which shall be considered by the agency.


 


The NAVAL SURFACE WARFARE CENTER PORT HUENEME DIVISION, In accordance with Ship Change Document (SCD) 7333 and the SHIPALT (SA) 77333 fielding plan, NSWC PHD requires QTY (2 EA) of the AN/SVD-2(V) 1 Analog Camera System Kit.


 


This kit is identified by Part Number: 359-7008-502.


 


Each kit contains the following items: QTY (2 EA) Analog Cameras/Pedestal Assemblies, QTY (2 EA) Analog Interface/Controller Enclosures, QTY (1 EA) RS-485 Distribution Enclosure, and QTY (2 EA) PTZ Controller and Mounts.


 


P/N: 359-7008-502 is a topside Analog Camera System that was implemented to provide visual coverage for the Vertical Launching System (VLS) and Helo operations on board Aegis Guided-Missile Destroyers (DDGs) and Guided-Missile Cruisers (CGs).


 


 


All interested companies shall provide a quotation for the following:

This notice of intent is not a request for competitive quotes. However, all quotes with supporting documents received before the closing date of this Request for Quotation (RFQ) will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.


 


The solicitation number is N63394-19-R-0024 and the solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-100.


 

The associated North American Industrial Classification System (NAICS) code for this procurement is 334118, with a small business size standard of 1,000.

INSTRUCTIONS TO INDUSTRY:


Submission of quotes shall be received not later than 06/05/2019.  No hard copies of the solicitation will be mailed. Quotes must be submitted in portable document format (.pdf) by email to the Primary Point of Contact (POC) Virginia Ryerson, at virginia.ryerson@navy.mil. It is the responsibility of the vendor to submit offers to the POC at NSWC PHD by the closing date of 06/05/2019 5:00 p.m. PACIFIC STANDARD TIME.


All changes to the requirement that occur prior to the closing date will be posted to FedBizOpps. It is the responsibility of interested vendors to monitor FedBizOpps for amendments that may be issued to this solicitation. For changes made after the closing date, only those vendors that provide a quote will be provided any changes/amendments and considered for future discussions and/or award.

The following factors will be used to evaluate quotes:


1)         Price (Lowest Price Technically Acceptable)


2)         Past Performance.  Past performance will be evaluated in accordance with DFARS 252.213-7000. In the case of a supplier without a record of relevant past performance history in the Past Performance Information Retrieval System‐Statistical Reporting (PPIRS-SR) for the Federal supply class (FSC) or product or service code (PSC) of the supplies being purchased, the supplier may not be evaluated favorably or unfavorably for its past performance history.
