The State requires an annual independent study of the administration of involuntary psychiatric medications in nonemergency situations in Vermont. In the words of the statute, the annual report shall: 1. Evaluate and critique the performance of the institutions and staff of those institutions that are implementing the provisions of this act [that is, institutions that are, pursuant to a court order, administering involuntary psychiatric medications in nonemergency situations]; 2. Include interviews with persons subjected to orders of involuntary medication and their families on the outcome and effects of the order; 3. Include the steps taken by the department to achieve a mental health system free of coercion; and 4. Any recommendations to change current practices or statutes.
